Columbia Basin College ("CBC" or the "College") seeks a Vice President for Institutional Advancement to be the senior administrative official responsible for CBC's Institutional Advancement operations including fundraising and resource development, public and college relations, brand management and marketing, alumni, public website, social media and college intranet, graphics and printing, special events and related enterprises. The Institutional Advancement Division includes oversight of the CBC Foundation, College Relations, Marketing, Governmental Relations and Graphics & Printing Departments.  The Vice President of Institutional Advancement also serves as the Executive Director of the CBC Foundation and the Public Information Officer for the College.

This position is responsible for implementing an advancement program that meets the fundraising, marketing, communications and legislative goals of Columbia Basin College and through a Quid Pro Quo agreement includes the Columbia Basin College Foundation, a 501(c)3 non-profit organization.  The Vice President for Institutional Advancement is a senior-level administrative position that reports to the College President and the Foundation Board Chair.

Primary Responsibilities

Foundation

  •  Responsible for the overall management of the Foundation and serve as the Executive Director of the Foundation providing senior leadership, planning and board support;
  • Supervise the establishment of strategic and annual fundraising goals in support of College and Foundation priorities;
  • Serve as the lead major gifts officer for the College and Foundation, providing strategy and oversight for campaign and major gift solicitations benefiting the College;
  • Oversee all other major gift assignments of Foundation staff, including prospect review and strategy sessions, assignment of specific fundraising goals and metrics guiding the performance of other Foundation staff;
  • Establish a prospect management system to ensure prospects are identified, qualified, assigned to a team member and solicited;
  • Establish a stewardship program that recognizes and thanks donors for their support, and includes, as appropriate, members of the CBC administrative team including the President and Academic Deans;
  • Develop, cultivate and strengthen new and existing donor relationships to achieve annual goals, lead capital campaigns, and achieve long range financial support;
  • Increase contributions to include individual corporate, governmental, and Foundation relationships/partnerships. Use creative, timely and relevant communications to build internal and external relationships;
  • Manage the operations of the Foundation operating budgets, maintaining comprehensive tracking records and analysis of results. This includes oversight of endowments, fund accounts, investment accounts, operating budgets, fiscal reports, scholarships, and annual audits.  Provide appropriate and relevant training and development to Board members;
  • Oversee all aspects of Foundation's financial management activities to include budgeting, accounting, auditing and investing; oversee the preparation of periodic and annual fiscal reports;
  • Oversee yearly audits or audit reviews with outside CPA firm; provide direct interface and needed records and information to auditors;
  • Oversee management of investments consistent with the Board's Investment Policy and conduct ongoing evaluations of the performance of the Foundation's external Investment Manager;
  • Assure that the Foundation has the internal control systems required to ensure financial integrity, accurate accounting and endowment records and maintain the balance between revenues and expenditures;
  • Oversee and review the accounting process and recordkeeping system of the Foundation, including review and approval of invoices and vouchers;
  • Recommend policy positions concerning operations and fund development to the Board; based on Board action, develop policy and procedures for Foundation implementation;
  • Lead planning that integrates College needs with Foundation development and funding practices, working collaboratively with the College President, Foundation Board and Foundation staff in planning and policy making;
  • Develop a cohesive advancement program that furthers the link between the College, Foundation and a full range of constituencies including strategies and initiatives to increase revenue;
  • Lead the Foundation and serve as the lead College staff person for the Foundation Board; lead and manage College staff that support Foundation efforts;
  • Ensure ongoing programmatic excellence, rigorous program evaluation and consistent quality of finance, administration, fundraising, communications and systems operations. This includes compliance with all relevant regulations, statues, laws and documented requirements set forth by the College and/or the Foundation Board;
  • Build a diverse and inclusive Foundation Board that is representative of the community and is highly engaged and willing to support fundraising and foundation management;
  • Cultivate a strong and transparent working relationship with the Foundation Board and ensure open communication regarding financial and programmatic performance against milestones and goals;
  • Collaborate with the Foundation Board to develop executive committee and Board meetings; assist with preparations, maintain positive relations and present reports as required;
Governmental Relations
  • Directly support the College President in governmental relations by providing strategic and functional support and planning;
  • Work closely with legislative representatives, keeping them informed of College activities and student success initiatives. Monitor legislative bills at the national and state level and keep College President informed of key issues that impact higher education. Schedule annual and ongoing meetings with legislators;
  • Establish relations with local officials, members of the legislature, the Governor's Office, as well as our Congressional delegation in conjunction with the College President to achieve College goals;
  • In partnership with the President, advocate for the College's interests and build relationships and partnerships with other organizations and entities whose interests are similar;
  • Monitor legislation and public policy issues that may affect the College and be responsible for developing and implementing a communication program to keep the administration informed about governmental issues of importance to the College;
  • Establish and maintain strong, effective and cooperative working relationships with the College's Board of Trustees, administration, faculty, staff and students;
Marketing and Communications
  • Responsible for the overall management of development and communications with executive responsibility and supervision over professional support staff in Marketing, Communications and College Relations;
  • Oversee the preparation of the annual marketing and communications plan in collaboration with other campus units and lead the College Marketing Team. Provide news services to media and appropriate agencies and act as the spokesperson on College issues. Manage all news releases and other public information, as well as publicity and publications for the College through design, writing and electronic distribution or printing of catalogs, brochures, fliers, College website and other promotional publications;
  • Oversee the development, implementation and evaluation of a comprehensive institutional advancement program which supports the college's strategic plan.  This includes Marketing areas (including the web) that promote the understanding of and support for the College mission and goals, while ensuring institutional integrity and public relations initiatives of the college including all media and special events;
  • Oversee coordination and information for the President on all on-going College planning efforts and projects;
  • Oversee planning and implementation of college and community special events such as receptions, conferences, workshops and meetings. Perform official hosting duties for the President as needed;
General
  • Actively participate in continuing education and professional activities, including participation in National Council for Marketing and Public Relations, the Council for Advancement and Support of Education, and WACTC-Public Information Commission;
  • Serve as a College liaison to community, business and social leaders and participate on community committees as appropriate;
  • Build partnerships to advance College initiatives;
  • Monitor community perception and recommend possible action or response;
Common Duties Established by the College
  • Serve as a member of the designated College committees, councils, and teams; serve on President's Cabinet;
  • Provide leadership in accordance with the Mission, Vision, and Values established by the College, furthering goals and strategic initiatives;
  • Ensure areas of responsibility operate effectively within the policies and procedures of the College and applicable governing agencies; and
  • Other duties as required.

Required Qualifications

  • Master's degree OR equivalent combination of education/experience, with Bachelor's degree, preferably in Public Affairs, Public Administration, Business, Educational Administration, Non-Profit Management or closely related field;
  • Five (5) years of progressive leadership responsibilities, preferably in higher education;
  • Demonstrated ability to work effectively with and gain the respect and support of various constituencies, including board members, community members, faculty, staff and administration;
  • Demonstrated success in major gifts attainment with individuals, corporations and foundations; 
  • Solid experience in volunteer board leadership, capital campaign strategy development and/or development of a comprehensive communications plan to reach and expand an internal and external base of constituents;
  • Successful direct fundraising experience; and
  • Excellent written and verbal communication skills with demonstrated skill and experience as a spokesperson and presenter.
Preferred Qualifications:
  • Doctorate or other advanced degree from a regionally accredited institution;
  • Administrative experience overseeing fundraising, major gift/capital campaigns, planned giving programs, special events and stewardship and prospect research and communications;
  • Increasingly responsible management experience in communications, public relations, marketing, community relations and resource development;

Budget Management: Demonstrated experience developing and administering operating budgets, preparing financial reports, and ensuring compliance with federal and state regulations;

Project Management: Demonstrated experience initiating, implementing, and coordinating multiple projects and priorities while meeting timelines;

Personnel Management: Strong and effective interpersonal skills working with faculty and administration to ensure compliance with state and local policies and procedures;

Professionalism: Demonstrated courage to take risks, make difficult decisions and accept responsibility; and

Advocacy: Demonstrated experience working with staff and student of great diversity in socioeconomic, cultural, and ethnic background, including those with different levels of academic preparation and varying physical and learning abilities.
 

TERMS OF EMPLOYMENT:

This is a twelve (12) month per year, full-time exempt position with general work hours of Monday through Thursday 7:00 a.m. to 4:30 p.m., and Friday 7:00 a.m. to 12:00 p.m.; however working hours will vary due to work demands and changes in the College's schedule.  Some evening and weekend work is to be expected. This position is overtime exempt and is available immediately.

The FSA and DCAP plans are offered by the College and The State of Washington. They are calendar year, pre-tax, spending programs you can use to set aside money for eligible expenses. Both plans are offered as payroll deductions.
The Flexible Spending Account (FSA) is a PEBB sponsored benefit program that allows you to use pre-tax money to pay for certain out-of-pocket medical expenses. An FSA can save you 25 - 40% on your eligible expenses.
Annual contributions in 2013 can be between a minimum of $240 to maximum of $2500.
As a "use it or lose it" IRC governed plan, medical expense reimbursements can be requested for employee, spouse, or IRS eligible dependents.
The Dependent Care Assistance Program (DCAP) allows you to save on child or elder care expenses (e.g. babysitting, daycare, in-home care for an older dependent incapable of self-care).
 
Eligibility
Permanent employees, lawful spouse, qualified same-sex domestic partner and dependent children up to 26 years of age.
 
Effective date of coverage
First of the month following the date of employment for basic coverage; for optional coverage,

The maximum benefit is $240 per month; the minimum benefit is $50 per month. Benefits begin after 90 days of disability or the period of accumulated sick leave, whichever is longer.

Optional Plan
There is an optional plan that pays 60% of pre-disability monthly earnings, reduced by any deductible income, and is available at an additional cost to employee. Maximum benefit $6000 per month; minimum benefit is $240 per month. Cost for the optional plan is determined by employee type and waiting period selected.
Eligible employees will have a Washington state-sponsored retirement plan through one of two administrators. The Washington State Department of Retirement Systems (DRS) administers the Public Employee Retirement System (PERS) for classified and admin/exempt employees and Teachers Retirement System (TRS) for faculty. The Teachers Insurance & Annuity Association-College Retirement Equities Fund (TIAA-CREF) administers the State Board Retirement Plan (SBRP) for admin/exempt employees and faculty.

Credit classes
Permanent classified, faculty, adjunct faculty and administrative employees of CBC may take almost any credit class on a space-available basis if requirements and prerequisites have been met. The basic cost is $5.00, plus any fees associated with that class. Hourly and probationary employees are not eligible for this reduced tuition.

VACATION, SICK LEAVE, & HOLIDAYS
Vacation & Sick Leave
Classified staff, full-time and affiliated faculty members, and administrative staff accrue vacation and sick leave at rates determined by their employer group. Employees represented by a bargaining unit should refer to their negotiated agreement for accrual rates.

Personal Holiday
In addition to accrued vacation and college-wide holidays, classified and administrative staff may select one personal holiday each calendar year. Personal holidays are not cumulative and lapse at the end of each calendar year. A newly-hired classified staff member may not take the personal holiday during the first four months of employment.
