Summary

King County's Finance and Business Operations Division is seeking an Electronic Payments Program Manager(Project Program Manager 3)!

The Electronic Payments Program Manager will provide direct and targeted support to County agencies for the analysis, planning and implementation of electronic payments, including the expansion of current payment applications, the development of new payment applications, and the management of the County's contractor for processing electronic payments. While the position primarily focuses on electronic accounts receivable services (incoming payments to King County), the position is available to support projects enhancing electronic accounts payable services (outgoing payments from King County). The position may also provide research, analysis, and project management support for other ad hoc financial projects involving the Finance and Business Operations Division (FBOD). The position reports directly to the Chief Treasury Officer in FBOD.

Scope of Job Duties: To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill, and ability to:
  • Serve as liaison between the Finance and Business Operations Division (FBOD), King County Information Technology (KCIT), payment vendors, and agencies for new or expanded electronic payment services.
  • Collaborate with other County agencies on projects to enhance the use of electronic payments, including payments for accounts receivable services and accounts payable services.
  • Provide staff support to the e-Business Steering Committee, which is responsible for overseeing electronic payments and other countywide programs such as the use of electronic signatures for contracts and other documents. Staff support includes preparing agendas, developing and delivering presentations, and facilitating meetings.
  • Update Executive policies or King County Code pertaining to electronic payments or other financial policies under the purview of FBOD.
  • Serve as the County's business lead for ensuring enterprise-level compliance and reporting to meet Payment Card Industry (PCI) standards; also work closely with the County Chief Information Security Officer (CISO) on PCI compliance and any security issues relating to electronic payments.
  • Prepare periodic status reports for agency customers and annual reports required by Executive Policy or King County Code.
  • Develop and update performance metrics to track enterprise performance involving adoption and expansion of electronic payments. Also develop and update performance metrics pertaining to other assigned projects.
  • Assist agencies in developing business plans and facilitate approvals by the FBOD director and the e-Business Steering Committee.
  • Recommend strategies and practices that will keep the County current and moving forward to meet the public's growing demand for electronic payments.
  • Recommend strategies and practices that will enable County agencies to enhance ACH, payment card, and other forms of paperless processing for accounts payable services.
  • Monitor contract performance involving the County's designated electronic payment vendor and consultants providing PCI services; support new Requests for Proposals and contracts when current contracts expire.
  • Stay up to date on the legal and regulatory aspects of electronic payments including County and State laws, fee setting and recovery policies, and payment methods.
Minimum Qualifications:
  • Knowledge and professional experience managing projects to meet milestones, budget, and deliverables, while managing relationships with customers, vendors, and IT partners.
  • Experience in a fast-paced setting where it is important to organize, prioritize, and address rapidly growing operational demands for services and support
  • Experience and familiarity with processing electronic payments in an operational environment, including an understanding of the various technologies and the legal/regulatory environment.
  • Experience developing and analyzing performance metrics and producing various reports for management level audience.
  • Strong communication, interpersonal, writing and customer service skills
  • Intermediate level of technology proficiency using MS Office Productivity tools in your daily work
  • Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products
  • Ability to work with people from diverse backgrounds.
  • Equivalent combination of experience and education which provides the applicant with the desired skills, knowledge and ability required to perform the work
We would love it if you have:
  • Project Management Professional (PMP) certification
  • Experience working in a government financial setting.
  • Knowledge, skill, and practical use of King County's financial systems, policies, and procedures.
  • Experience with LEAN processes and principles
  • Experience with SharePoint, MS Teams, and other collaborative online tools

Other Position Information:
This position is Exempt from the provisions of the Fair Labor Standards Act and is therefore is not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m. Monday through Friday. This position is not represented.

The work associated with this position will primarily be remote.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop. When working remotely employees must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations.
