Personnel Commission Vacancy

The Personnel Commission is currently reviewing applications for the jointly appointed representative on the Personnel Commission. The Commission is seeking an individual who is familiar with the civil service system and understands the role of a Personnel Commissioner. The term of office is from December 1, 2021 to November 30, 2024.

The Personnel Commission is a three-member independent board responsible for the administration of the Merit System. The Merit System is a fair and equitable personnel management system for classified (non-teaching) employees of a school district. Incorporating a system of rules and procedures similar to civil service, the main purpose of the Merit System and the Personnel Commission is to ensure that the selection, retention, and promotion of classified employees in a public school system is done without favoritism or prejudice, but rather based on merit and fitness.

Commissioners for PVSD serve without compensation; however they are eligible for certain health benefits.

Examples of Duties

The Education Code grants Personnel Commissioners in California school districts the following obligations:

“The classifying of all positions in the classified service; hearing and deciding appeals in regard to disciplinary and dismissal actions against classified employees; the adopting of rules which shall provide for the procedures to be followed by the governing board as they pertain to the classified service regarding applications, examinations, eligibility, appointments, promotions, demotions, transfers, dismissals, resignations, layoffs, reemployment, vacations, leaves of absence, compensation within classification, job analysis and specifications, service ratings, public advertisement of examinations, rejections of unfit applicants, and any other matter necessary to carry out the provisions and purposes of the merit system.”

The Personnel Commissioners ensure that the provisions of the Merit System are implemented.

The Personnel Commission meets on a designated Wednesday of every month. The meetings begin at 4:30 pm and last from one (1) to three (3) hours. There may be a variety of other commitments including attending employee award functions, visiting sites, conducting any disciplinary hearings, and/or other special meetings.

Minimum Qualifications

To qualify, an applicant must be:
1. a registered voter
2. a resident within the territorial jurisdiction of Pleasant Valley School District
3. a known adherent to the principles of the merit system.

During the term of service, a member of the Commission shall not be:
1. an employee of the District
2. a member of the governing board of any school district or county board

The term of a commissioner is for three (3) years, with the term of one commissioner expiring each year. The current vacancy is for the Joint Appointee position. Thus, the candidate selection will be a joint collaboration by the Board representative commissioner and the employee/bargaining union representative commissioner.
