The Office of Performance, Strategy and Budget ("PSB") is seeking a team-oriented candidate for the term-limited temporary or special duty appointed position of Determinants of Equity Project Manager to manage all aspects of the project to update and refine the county’s Determinants of Equity report.

ABOUT THE POSITION
The Project Manager will engage with and facilitate a multi-disciplinary group of leaders and subject matter experts within the executive branch in producing an updated Determinants of Equity report. This work will entail reaching agreement on a set of community indicators aligned to the county’s determinants of equity with executive and legislative branch staff as well as community members. The report will likely be an interactive, electronic format rather than static written report. It will be used to support operational, legislative, and equity gap analyses to inform policy development and programmatic action.

The original Determinants of Equity Report was developed in 2014 by PSB in collaboration with county agencies to identify equity measures related to the county’s fourteen determinants of equity to highlight disparities in the county. The 2014 report is widely cited as a groundbreaking body of work and has been used to inform the King County Equity & Social Justice Strategic Plan and is used by executive branch departments and King County Council to advance equity in policy development and program implementation. The updated report will entail refining the list of indicators in conjunction with community and executive branch engagement as well as updating the report format to make the report more actionable for the executive and legislative branches and the public.
 
The selected candidate will join the six-member Performance and Strategy Team. This team works on major elements of the King County Operational Excellence system including strategic and business planning, operational reviews, performance measurement, enterprise performance data management, employee surveys, and customer experience measurement. In addition, the team also supports other high priority issues such as Racism as a Public Health Crisis and emerging complex county priorities such as federal grants, COVID response, or the transition of the Sheriff’s Office to the executive branch.

Job Duties

  1. Project management from inception to completion, following PSB’s project management standards including chartering, risk assessment, performance reporting/tracking, change management, and maintaining schedules.
  2. Develop and manage the project’s budget, schedule and scope.
  3. Manage and control day-to-day activities, issues, risks, quality and budget.  
  4. Establish and manage an advisory group composed of department and agency leaders.
  5. Facilitate meetings with community stakeholders.
  6. Potentially manage funds to departments for staffing and data support.
  7. Facilitate and negotiate resolution across community members and leaders where conflict may arise.
  8. Handle politically sensitive inquiries about the program or work being done.
  9. Conduct a landscape analysis of existing community-identified indicators as prioritized by Black, Indigenous, and communities of color and those at the intersections of other forms of systemic oppression.

Experience, Qualifications, Knowledge, Skills

  1. Knowledge of racial equity and inclusion principles, strategies, and indicators
  2. Experience with complex project management, including directing work of multi-disciplinary staff
  3. Knowledge of research and analysis methods
  4. Knowledge of general government principles, policies, and operations that impact equity and social justice
  5. Experience with data analysis, large data sets, interpreting, and reporting data
  6. Advanced skill in effectively communicating orally and in writing, including making formal presentations to groups and committees, influencing decision makers in a political environment, and working with the media
  7. Facilitation and negotiation skills
  8. Analytical and problem-solving skills
  9. Data visualization (dashboard development desirable)
  10. Skills in self-direction and managing multiple tasks simultaneously
