Summary

Why This Opportunity May Be Perfect for You: This is an exciting role for a person that will get to help manage a Capital portfolio of programs and projects that have multiple funding sources, including grants with restrictive uses and match requirements. These Capital programs plan and implement projects aimed to enhance the condition of county-owned stormwater facilities as well as projects geared to enhance natural habitats and focus on ecological restoration across several watersheds in the region. Primarily , this position will work with Capital program managers and their staff in the Division's Surface Water Services section and Rural and Regional Services Section.

This position will lead the development, preparation and justification of Capital portfolio during the county's biennial budget; work closely with project managers, financial and accounting staff; maintain project files and documentation in support of routine audits by grantors; serve as an administrator for the capital project management system; provide routine updates to the county's central budget office, and adhere to established reporting processes, standards and procedures; prepare complex financial reports and forecasts; communicate financial information to a variety of audiences, and provide policy recommendations. This position may lead or coordinate with other staff who support capital programs, including grant billings.

We are looking for a self-starter with strong financial skills, expertise in data analytics using enterprise-wide financial and business intelligence systems, a keen attention to detail, and the ability to work in a fast-paced environment with shifting priorities.

The Water and Land Resources Division (WLRD) protects, restores, and manages King County's water and land using the best available science, innovation, and collaborating with our partners and the community. WLRD employs scientists, engineers, policy experts, ecologists, and project managers dedicated to protecting the health and integrity of King County's natural resources, so that they can be enjoyed today and for generations to come. WLRD provides flood control services, stormwater management, and other natural resource management services throughout the county. The division has six sections - Stormwater Services, Rivers & Floodplain Management, Rural & Regional Services, Science & Technical Services, Environmental Lab, and Finance & Administration.

Telecommuting Requirement
The work associated with this position will be performed predominantly by teleworking, complemented with onsite work and meetings as informed by business needs. Employees will have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. Job Duties
  • Lead budget development, implementation, and monitoring for several Capital portfolios.
  • Perform analysis, including financial modeling and forecasting, and develop recommendations to inform decision making.
  • Develop dashboards and performance metrics for scope, schedule, and budget
  • Develop and maintain sound working relationships across the agency with an emphasis on superior customer service.
  • Develop financial cost models and forecasts for the Division's Line of Business, long-range, and strategic planning efforts.
  • Coordinate with the Office of Performance, Strategy and Budget and Division leadership to prepare capital budget revisions, supplemental budget requests, fiscal notes on proposed legislation, and financial plans.
  • Review and approve audit responses and billing documents for grants and contracts; support Capital programs and projects through internal and external reviews.
  • Represent the Division on Department or County-wide process improvements in the areas of project management, contracts, interlocal agreements, financial systems, and performance management.
  • Conduct performance reviews and/or compliance audits of capital programs, including equity analysis to ensure capital investments meet new equity guidelines and standards.
  • Serve as the subject matter expert and administrator for capital project management system (PRISM); train project managers and new staff to independently access their project information.
  • Other duties as assigned.

Experience, Qualifications, Knowledge, Skills

Minimum Qualifications:
  • Bachelor's degree in Business Administration, Finance/Accounting, Construction management, Regional Planning, or related field; or an equivalent combination of education and experience which would provide the knowledge, skills and abilities to perform the duties as described.
  • At least five years of increasingly responsible work developing budgets, financial plans, forecasts, and data analysis.
  • Experience working with and presenting to senior leadership at Department and Division level.
  • Experience with large-scale capital projects; including project control principles and collaboration with project/program managers, project control staff, procurement, and finance.
  • Knowledge of generally accepted financial, accounting, budgeting principles and techniques, including auditing and internal controls.
  • Proficient in use of advanced data analytics, preferably using business intelligence applications, such as Microsoft Power BI.
  • Proficient in use of MS Office suite, i.e., Outlook, Word, Excel, Power Point, Share Point, and One Drive.
  • Demonstrated ability to communicate effectively, verbally and in writing, and to lead and facilitate meetings with varied audiences.
  • Ability to take initiative within the scope of the position, to develop and implement plans, and prepare recommendations for action.
  • Ability to plan, organize, prioritize, and complete work in a high-pressure environment with moving deadlines and changing priorities.
  • Ability to maneuver through complex political situations in an effective and sensitive manner.
Desired Qualifications:
  • Advanced degree in related field and/or certification in Project Management, LEAN Six Sigma (Green Belt) or a related field.
  • Experience working with local, state, and federal funding processes, including grants and inter-local agreements.
  • Experience developing relational databases and skilled in writing queries to extract and convert information from various data formats.
  • Knowledge of Equity and Social Justice concepts and principles.

Working Conditions:
  • Work Location: Predominantly teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104.
  • Work Schedule: This full-time position is exempt from the provisions of the Fair Labor Standards Act, and it is not overtime eligible. This position is based on a 40-hour work week. The typical work schedule is 8:00 a.m. - 5:00 p.m. Monday- Friday. Attendance at evening meetings and weekend events will be required from time to time.
  • Union Membership: This position is represented by Teamsters Local 117 .
