Summary

The King County Road Services Division is seeking a Deputy Director who is a proven strategy and change manager, a leader who understands government policy and operations, and who is organized, people and results-oriented, customer focused, and a creative problem-solver. In this role, you will work with department and division leadership to manage the unincorporated King County roads system and support the County's vision to make King County a welcoming community where every person can thrive.
 
The Deputy Director will have exceptional strategic leadership and project management skills, drive efficiency and innovation, commit to building and maintaining a diverse workforce and an inclusive culture, and achieve successful results.
 
As a member of the division's core management team, the Deputy Director will act as an advisor and assistant to the Roads Director. This position will work with division and department leadership to help secure additional Roads funding. You will interact with staff from all levels of the organization, as well as with elected officials, agency stakeholders, and inter-jurisdictional partners. You will play a key role in developing, implementing and monitoring policies, procedures, strategic plans, work programs, and budgets as well as lead other critical projects. The the Director's absence, the Deputy Director will lead the day-to-day functioning of the division and will act as the Director.

Job Duties

Key duties and responsibilities include:

  • Partnering with division leaders to drive results, make complex decisions and effectively solve problems, while understanding resource and staffing challenges and regional political and community realities.
  • Working effectively with leaders of the department and the county to align Road Service work with departmental and county strategic directions.
  • Create positive work environment and lead efforts to mature performance management systems.
  • Identifying and managing critical issues that require the attention of the Director and/or other managers.
  • Leading and/or overseeing complex policy, strategic, and programmatic projects as needed to advance the goals of the division.
  • Overseeing initiatives that improve operations, productivity, and efficiency of the division, including continuous improvement and performance management strategies.
  • Serving as the lead or liaison for Roads on high visibility, complex, and politically sensitive projects and programs.
  • Representing Roads on various committees or forums that include representatives from other King County agencies, Federal, State, and local governments, separately elected officials, special interest groups, and the public.
  • Establishing and maintaining positive work relationships with elected officials and their staff, representatives from other Executive agencies, special interest groups, and other stakeholders.
  • Modeling effective interpersonal, communication, and leadership skills, including active listening, ability to motivate, managing conflicts or crises with courage and composure, and dealing with difficult problems with flexibility and adaptability.
  • Supporting the advancement of the County's Equity and Social Justice Strategic Plan and ensuring principles of ESJ are reflected in all aspects of the Division's operations.
  • Serving as Division Director in their absence.

Experience, Qualifications, Knowledge, Skills

Our ideal candidate will demonstrate the ability to provide effective, strategic leadership and competency in the administration of a complex, highly scrutinized, public sector organization. They should be skilled in developing and guiding a strong team with a commitment to reliable, transparent and accountable services, and in placing an emphasis on best business practices. Candidates will have the ability to influence the division's culture, be experienced in an operating environment and must possess sound judgment and business acumen.
 
Qualifications:

  • Extensive leadership and management experience in a large public sector, non-profit, or highly matrixed organization operating within a complex political, regulatory, and financial environment.
  • Progressively responsible experience in policy development, strategic planning and strategic financial planning as a leader in an operating organization.
  • Experience developing strategies to build a culture of employee engagement and support the development, coaching, and team building necessary for the workforce of the future.
  • Experience and skill in overseeing leadership teams in a governmental or large complex organization with a highly unionized environment.
  • Clear and effective communication and presentation skills, with the ability to communicate with diverse individuals at all levels the division and County, including elected officials and government leadership.
  • Ability to write, edit and review a wide range of documents and correspondence including legislation, reports, web content, and community outreach information.
 
 Desired Qualifications:
  • A Bachelor's and/or Master's Degree in public administration, business, public policy, planning, or a related field, or equivalent combination of experience and education leading to the ability to perform the key duties.
  • Working knowledge of and ability to oversee management of road transportation systems, modern project and program management tools such as earned value and cost/risk assessments, emergency preparedness and response.
  • Knowledge of national, state, and regional transportation trends that may affect King County and the Road Services Division.
  • Experience working with and presenting to elected officials and the leadership of local government organizations.
  • Knowledge and experience using Lean continuous improvement concepts and methodologies.

About the Road Services Division
The King County Road Services Division designs, builds, operates and maintains roads and bridges in unincorporated areas of King County. The division is committed to ensuring the county's transportation system is safe and efficient for all uses and modes of travel. The Division is responsible for 1,500 miles of road and 182 bridges, 5.7 million feet of drainage ditches, over 44,000 traffic control signs, 78 traffic signals, and 50 traffic cameras in unincorporated King County.
