Community Health Services (CHS) Division – Functional Analyst III 
 
This recruitment may be used to fill two Functional Analyst III positions. One career-service position and one term-limited temporary position expected to last approximately 6-12 months.

The Community Health Services (CHS) division of Public Health- Seattle & King County (PHSKC) seeks a Functional Analyst III to lead complex analysis, systems integration, and infrastructure improvement projects that require advanced technical competencies in SQL or other relational database management systems containing clinical and financial data, predominantly from electronic health records.
 
The selected candidate should expect to write or update over 100 reports on an annual basis in a fast-paced environment and take a lead role in new data integration projects across Public Health and with multiple partners. The individual must cultivate effective working relationships with King County’s Department of Information Technology (KCIT) and Public Health’s Health Information Technology (HIT) team.

Job Duties

  • Gather, define, map, refine, and translate complex system requirements into functional specifications.  Document findings and specifications.
  • Perform systems administration. Resolve system problems, perform audits, ensure data integrity, maintain current modules, tables, queries, and reports; analyze and test proposed system changes prior to implementation.
  • Conduct complex queries (SQL) to extract data from our electronic health record (Epic) tables. Gather and organize data from queries into meaningful information in the form of polished data tables and reports.  Use web databases and develop system integration as necessary.
  • Maintain system integrity.  Participate in change management processes.  Help evaluate established methods and procedures and prepare recommendations.
  • Organize and generate data reports in multiple user formats, i.e. Excel, Tableau, SharePoint, Adobe PDF.
  • Assure data integrity, quality results, and version control of relevant documents and processes.
  • Communicate with stakeholders on system processes, applications, and modifications as needed.
  • Lead and facilitate project teams. Participate as a key member on upgrade or new technology acquisitions. Participate in package selection utilize expertise in functional analysis. 
  • Perform other duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • Advanced knowledge, understanding and skill in the application of complex functional analysis, automated systems testing procedures, data conversion analyses, design, and troubleshooting applications.  Analytical, problem-solving and troubleshooting skills.
  • Advanced skill in relational databases, automated systems data modules, table relationships, and views.
  • Ability to handle multiple competing priorities and produce quality detailed work within tight timeframes.
  • Skill in:
    • Using report and query writing languages such as advanced T-SQL and writing complex system documentation and technical reports such as the production of Tableau, Power BI, and SSRS reports.
    • Researching and making recommendations, conclusions and decisions.
    • Interpreting complex instructional manuals, guidelines, and procedures.
    • Using common desktop workflow tools, including but not limited to Microsoft Office Suite: Excel, Power Point, Word, and SharePoint.
    • Analytical thinking, problem solving, resolving conflicts and bringing others to consensus.
    • Applying project management principles and practices.
    • Working effectively and cooperatively with a variety of individuals from diverse backgrounds.
  • Ability to apply principles of Equity and Social Justice in program operations and services.
Desirable
  • Experience in cloud- based analytics platforms, including Azure SQL
  • Proficiency in additional open-source languages such as R or Python

Work location: 
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Work Schedule
The normal workweek for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m. Alternative work schedules may be considered. This position is not eligible for overtime pay.
