Seattle & King County Public Health is seeking a seeking a full time, Term Limited Temporary (TLT) Business & Finance Officer III (BFO III) position within the Chronic Disease and Injury Prevention (CDIP) & Assessment, Policy Development, & Evaluation (APDE) section. This is a 24 month assignment, with a possibility of extension.  

This posting will be posted as continuous until filled, with the first review of applicants on March 26, 2021.

We are seeking a skilled and dedicated Business & Finance Officer III to manage the daily financial operation that includes monitoring, billing, and analyzing expenditures, as well as support the division finance manager in performing financial and business management activities.

The ideal candidate will have strong analytical skills, experience with EBS, extensive experience using Microsoft Excel and other reporting software for revenue and expenditure monitoring. In addition, the position requires experience in managing Federal grants and compliance.

This vacancy can also be filled as a Special Duty opportunity.

For Special Duty Assignment interest, you must be a Career Service, Career Service Exempt or other regular (non-temporary) employees in King County who have completed their initial County probation. You must have supervisor approval prior to taking a Special Duty Assignment.

The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.  Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.  There will be situations where the employee is required to report to a County worksite.  Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

Work Schedule:

The normal work week for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m. This position is not eligible for overtime.

Job Duties

  • Oversee financial and business management activities including financial leadership, biennial budget development and monitoring grant management
  • Coordinate, prepare, review and organize program manager requests for operating budgets
  • Evaluate proposed expenditures for programs and perform cost benefit analysis
  • Perform budget maintenance activities such as forecasting, cost projections and cash flow analysis
  • Develop and continuously update financial and operational plans, databases, budget models, and systems
  • Oversee reporting systems and prepare for financial and program audits
  • Perform regular and ad-hoc analysis requiring research, compilation and interpretation of financial data
  • Lead and participate in subrecipient site review
  • Develop, monitor and revise project budgets for grant and/or contracts
  • Research and determine financial
  • Represent the division at department-wide finance meetings and other meetings as required
  • Perform other duties as assigned

Experience, Qualifications, Knowledge, Skills

  • Minimum of two years of experience in financial management, federal grants management and reporting, budget development and complex financial analysis
  • Holds an Accounting degree or certificate, or minimum four years of experience in general account
  • Advanced demonstrated ability in gathering, analyzing, and presenting information using Microsoft Excel (Proficiency is required)
  • Demonstrated ability to manage the technical aspects of budget development, including: preparation and justification of the budget and financial monitoring
  • Ability to interact effectively with program managers and budget personnel by providing financial information to facilitate budget formulation and execution
  • Ability to gather, interpret, and communicate financial data to audiences of a technical and non-technical background
  • Demonstrated ability with multitasking and project management simultaneously in a dynamic environment while meeting deadlines and time constraints
  • Strong oral and written communication skills
 
Desired Qualifications:

  • Certified Public Accountant
  • Bachelor’s degree in Accounting, Finance, Business or related field

  • Advanced knowledge of grants management (emphasis on Federal grants) and public sector budgeting
