Join our team! The Procurement & Payable (P&P) Section of the Finance and Business Operations Division (FBOD) is looking for a Contract Specialist I.  P&P is a centralized procurement organization for King County. We are looking for a detail-oriented team member who can work both independently and collaboratively in a team environment, is creative, has a sense of humor and enjoys finding solutions to procurement and business challenges. This position provides expertise in the procurement of Architectural and Engineering (AE) and/or construction (public works) contracts for various King County agencies. This position is an entry level professional classification that performs various procurement activities.

FBOD's mission is to provide timely, efficient and accurate accounting, procurement, treasury, payroll, benefits and small business services. We are actively seeking employees whose behavior is in alignment with our division's core values: Respect, Teamwork, Results, and Innovation.

Primary Responsibilities: To be considered for these opportunities, you must at a minimum, demonstrate knowledge, skill and ability to:

  • Provide direction for King County staff in the requirements and regulations concerning cost control, contract compliance and other subject areas as identified 
  • Facilitate the development of training materials and tools in the application of and compliance with policies and procedures relating to capital project procurements and compliance
  • Conduct annual compliance review on agencies capital project contracts 
  • Develop documentation for improving work processes
  • Conduct cost analysis as assigned 
  • Participate in assigned special projects associated with making processes for compliance more effective or efficient for clients 
  • Communicate processes to internal and external customers 
  • Participate in training events, special projects and other duties when applicable
Competitive Candidates will have:  
  • Demonstrated understanding and experience with the principles, practices, and terminology typically used to publicly procure construction and AE services. 
  • Knowledge of contract administration and federal, state, and county statutes and regulations pertaining to procurement of construction and AE contracts. 
  • Experience streamlining work processes, improving operations, decreasing turnaround time, meeting deadlines, and working cooperatively to provide quality seamless customer service. 
  • Strong communication skills; writing, problem-solving, analytical, and investigative research skills. 
  • Intermediate level of proficiency using Microsoft Word, Excel, SharePoint, Adobe Acrobat, and Outlook. 
  • Experience handling multiple projects while managing competing deadlines.
Desirable Qualifications:
  • Public procurement experience.
  • Interpreting and applying local, state and federal laws and regulations.
  • Strong written and verbal communication skills.
  • Adaptability to changing priorities and business processes.
  • Experience working in SharePoint libraries.
Other Position Information: 
This position is non-exempt from the provisions of the Fair Labor Standards Act and is therefore overtime-eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. – 5:00 p.m., Monday through Friday.  This position is not represented by a union.

Temporary Telecommuting Requirement:  
The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (requests for support may be considered) where they can reliably perform work and remain available and responsive during scheduled work hours.  Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.  There will be situations where the employee is required to report to a County worksite.  Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.
