Summary

Best Starts for Kids (Best Starts) is King County’s community-driven initiative to support every baby born and child raised in King County to be happy, healthy, safe, and thriving. Initially approved by voters in 2015 and in place since 2016, Best Starts invests in comprehensive supports for children, youth, young adults, and families and caregivers, catalyzing strong starts in early childhood, and sustaining those gains as children progress to adulthood. Best Starts was renewed by voters in August 2021. Implementation of Best Starts is guided by the BSK Implementation Plan, approved by the King County Council in November 2021 for Levy 2022-27. 
 
Help Me Grow (HMG) is a national model designed to empower families to support their children’s health by connecting them to what they need, when and how they need it.  Help Me Grow King County (HMGKC) is centered in equity and community based solutions, and implements four core components:   Coordinated Access, Family & Community Partnership, Data & Evaluation, and Service Provider & Professional Partnership. The HMGKC strategy serves a foundation for all Best Starts prenatal to five – year old strategies supporting resource navigation and supporting resource navigation and focusing on integration and partnership with all Best Starts funded early learning strategies.

The Help Me Grow Program Manager (Project/Program Manager III) will co-lead with the current Help Me Grow Program Manager III and Help Me Grow Program Manager II to implement and refine the Help Me Grow King County system. 
The Help Me Grow Initiative sits within PHSKC’s Policy Team in the Office of the Director and supports the prenatal to five programming in Best Starts. The position reports to the Policy Manager and is a part of the Help Me Grow team and will partner with Program Managers across Best Starts.  
 
Public Health-Seattle King County (PHSKC) is the metropolitan health department serving all of King County. The mission of PHSKC is to eliminate health inequities and maximize opportunities for every person to achieve optimal health. DCHS manages a wide range of programs and services to assist the county's most vulnerable residents. The department maintains a pro-equity focus aimed at developing the systems and standards necessary to achieve better outcomes for all county residents. DCHS and PHSKC jointly administer Best Starts through a cross-departmental approach.

Job Duties

  • Provide project management to implement and refine the Best Starts for Kids Help Me Grow King County strategic plan, including developing short and long-term objectives that focus on partnership expansion, systems launch and continuous improvement; ensure deliverables and services meet deadlines.
  • Provide programmatic support to funded community partners, including assisting with program design and implementation; assessing needs and, where applicable, providing access to capacity building support providers; ensuring programs meet deliverables; providing applicable workshops, trainings and/or peer learning opportunities.
  • Lead internal and external workgroups to gather feedback and support the design of the Help Me Grow King County strategic plan. 
  • Design and administer requests for proposals as well as related equity-based selection process.
  • Design and facilitate workgroups to further expand the Help Me Grow System in King County.
  • Participate in other internal and/or external work groups or committees, as appropriate.
  • Participate in various Best Starts meetings to align and coordinate Help Me Grow King County work with other Best Starts investment areas.
  • Interact with Public Health, DCHS and other King County department staff to support effective policy execution and communications on issues related to BSK, with an emphasis on Help Me Grow King County.
  • Coordinate closely with other existing and emerging King County initiatives related to early learning to assure that outreach, implementation and evaluation activities are well-coordinated.
  • As directed, participate in public, interagency and intergovernmental committees and task forces to provide information about Best Starts. Establish and maintain relationships with partners in key community agencies to promote BSK goals and objectives.
  • Facilitate and document research and planning tools for specific aspects of the Help Me Grow framework strategic plan, such as strengthening connections within the medical community.
  • Create an environment that fosters open communication, teamwork, commitment to quality service, a culture of learning and continuous improvement.
  • Perform other related duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • Deep knowledge of equity and social justice principles and practices, and understanding of the effects of place-, race- and policy & systems-based inequities on marginalized communities and populations.
  • Able to recognize, name and interrupt racism and anti-Blackness.
  • Knowledge of the prenatal to five years and early learning, child development, and relational health sectors in King County and Washington State.
  • Knowledge of the Help Me Grow framework.
  • Skilled at work plan development.
  • Excellent oral and written communication skills.
  • Able to work with a wide range of partners to develop culturally and linguistically appropriate versions of messages and materials.
  • Skilled in building effective relationships, including moving others to take action.
  • Adept at developing communication at the individual, group and community levels.
  • Ability to work across sectors to increase opportunities and improve results.
  • Ability to work with a variety of individuals from diverse backgrounds and build consensus among a diverse group of individuals with varying opinions.
  • Able to travel throughout King County and the region in a timely manner including to locations that may not be served by public transportation.

Work schedule
This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible. typical hours are Monday to Friday from 8 a.m. to 5 p.m.

Work Location: 

The home base for this position is Chinook Building located in Downtown Seattle, Chinook Building, 401 5th Ave., Suite 1200, Seattle.    


Telecommuting
The work associated with this position will be performed through teleworking with reporting to office location, and in person meetings as needed. Possible return in the office TBD. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
