General Description
This is highly responsible technical accounting work involving the execution of accounting actions and the maintenance of financial records in support of the city's accounting system.

Duties & Responsibilities

ESSENTIAL DUTIES

Maintains general ledgers and subsidiary ledgers; prepares journal entries, posts journal entries into computer terminal; prepares interfund transfers; prepares trial balance; reconciles ledgers.

Prepares budget and financial analysis for Comptroller on daily basis.

Maintains records for grants and prepares reports.

Updates and maintains financial records on current municipal projects, budgets, audit reports, lease purchases and state reimburseable programs.

Collaborates with outside agencies who interact with the municipality to produce budgets and appropriate financial records.

Serves as system administrator for the city’s accounting software.

Assigns and oversees work of clerical staff.

Provides assistance and information to outside auditors.

Develops financial reports for the City Council and various city departments and agencies.

Assists in the development of the city budget document.

SUPERVISION RECEIVED

Works under the general supervision of the Deputy Comptroller.

SUPERVISION EXERCISED

Assigns and oversees work of small group of clerical employees.

Qualifications
A bachelor’s degree from a recognized college or university, plus three years of responsible accounting work. An associate’s degree plus six years of responsible accounting work may be considered in lieu of a bachelors degree.

Knowledge, Skills and Abilities
KNOWLEDGE - Considerable knowledge of the principals and practices of municipal accounting.

Considerable knowledge of budgeting, and computer spreadsheet applications.
ABILITIES - Considerable ability to set up and maintain a variety of accounting procedures, filing and record keeping systems.

Considerable ability to manage complex and multiple tasks despite interruptions and changing priorities.

Considerable ability to communicate orally and in writing.

Considerable ability to establish and maintain effective working relationships with coworkers, other departments and agencies.

TOOLS AND EQUIPMENT USED - Computer, calculator and standard office equipment.
