Summary

Best Starts for Kids (Best Starts) is King County's community-driven initiative to support every baby born and child raised in King County to be happy, healthy, safe, and thriving. Initially approved by voters in 2015 and in place since 2016, Best Starts invests in comprehensive supports for children, youth, young adults, and families and caregivers, catalyzing strong starts in early childhood, and sustaining those gains as children progress to adulthood. Best Starts was renewed by voters in August 2021. Implementation of Best Starts is guided by the Best Starts for Kids (BSK) Implementation Plan, approved by the King County Council in November 2021 for Levy 2022-27.

Best Starts for Kids is seeking a Contracts Manager (PPM2) to support the Best Starts for Kids ' Prenatal-to-Five team in the Community Health Services (CHS) Division of Public Health-Seattle & King County. The Contracts Managers (PPM2) will be responsible for implementing contract management infrastructure and providing program support for the Home-Based Services, Community-Based Parenting Supports, and Child Care Health Consultation program areas. The scope of work includes contract management process and infrastructure implementation, contract monitoring and payment; research and data visualization support; program support, and teaming.

The position reports to the Prenatal to Five Program Manager, within Public Health's Community Health Services Division and works in close partnership with the Contracts Manager (PPM2), Child Care Consultation Manager, Home-Based Services Manager, and Community-Based Parenting Support Manager.

This is a Term-Limited Temporary opportunity. Term-Limited Temporary positions are "at-will" positions but are eligible for benefits. This TLT is currently anticipated to last for twelve (12) months. However, funding sources for this work remain uncertain and dependent upon decisions actively being made at both the federal and local levels. As a result, the end date of this position may be adjusted based on those decisions. The County and the Department continue to work to secure long term funding sources.

For Special Duty Assignment interest, you must be a Career Service, Career Service Exempt or other regular (non-temporary) employees in King County who have completed their initial County probation. You must have supervisor approval prior to taking a Special Duty Assignment.

Work Schedule:
The work associated with this position will be performed primarily via telecommuting, with occasional onsite work for meetings. This is subject to change in the future. The primary work location will be on the 10th floor of the Chinook County Building, 401 Fifth Avenue, Seattle, WA 98104. Travel to multiple locations throughout King County will also be required.

The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations . King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Job Duties
  • Contract Management Process and Infrastructure Implementation: Develop, implement, and improve contracting tools and processes. This includes collaborating with CHS contract and financial staff to refine existing procedures with an equity focus; improving contracting templates (i.e., budgets and invoices), monitoring tools (i.e., financial reports, program reports, dashboards); providing culturally responsive technical assistance and support to community partners to ensure timely submission of high-quality, accurate contract and reporting deliverables; coordinating with central finance and compliance teams; and supporting the ongoing feedback loop within the county and communicating back out to grantees.
  • Contract Monitoring and Payment: Reviewing monthly and quarterly financial and programmatic report submissions for up to 50 contracts evaluating program performance to approve payments and process invoices; conducting follow-ups to ensure completion of requirements; liaising with P-5 Program Managers to resolve performance-related issues in partnership with community partners; and preparing for and implementing site reviews/monitoring visits to ensure community partners receiving Best Starts for Kids funding are providing high-quality, outcome-based services for children and families.
  • Research and Data Visualization Support: Providing research and data support by creating dashboards, developing program-related data visualizations, reviewing field literature on policy and practice, and conducting qualitative coding; and supporting BSK P-5 Program Managers and evaluation team in data collection activities, including coordinating awardee and stakeholder involvement in evaluation activities.
  • Program Support: In partnership with P-5 Program Managers, coordinate meetings and capacity-building activities for awardees, including scheduling, booking space, ordering food, preparing materials, and documenting activities.
  • Teaming: Become an active, supportive team member of the Best Starts for Kids Prenatal-to-Five Team within the Community Health Services Division by cultivating an environment that fosters open communication, team work, and commitment to equity and quality service and fostering a culture of learning and continuous improvement.
Experience, Qualifications, Knowledge, Skills
  • Deep knowledge of equity and social justice principles and practices, and understanding of the effects of place-, race- and policy & systems-based inequities on marginalized communities and populations.
  • Two years of experience in contract management and/or program design and implementation (including program development, budgeting, invoicing, and reporting).
  • Two years of experience in basic data management and utilization of project management tools.
  • Experience coordinating groups of people in working toward a shared goal.
  • Ability to multi-task and work in stressful situations involving changing deadlines and expectations.
  • Professional level organizational skills and ability to track multiple priorities with attention to details and results
  • Ability to work across sectors to increase opportunities and improve results.
  • Ability to work with a variety of individuals from diverse backgrounds and build consensus among a diverse group of individuals with varying opinions.
  • Able to work with a wide range of partners to develop culturally and linguistically appropriate versions of messages and materials.
  • Excellent oral and written communication skills.
  • Intermediate skills in Microsoft 2010 Office Suite and data management software.
  • Valid Washington State Driver's License or the ability to travel around the county in a timely manner.
Desired Qualifications
  • Knowledge of early learning systems within King County and Washington State
  • Experience coordinating, implementing, and monitoring grant or contract funded services
  • Experience supporting training, coaching, consultation, or other capacity building activities
  • Experience with data analysis and visualization including analyzing simple data sets, creating data visualization, and using relevant software.
  • Experience with cross-sector partnerships; learning communities, collaborative, or processes; and logistics and planning for large initiatives involving diverse stakeholders.
