KCIT is seeking to hire a Chief Data Officer (CDO) to join our team within the Office of the Chief Information Officer (CIO) Division. The CDO is the senior executive responsible for fostering value creation of King County’s data assets, ecosystem, utilization and governance. Focus is on creating value through data exploitation, envisioning data-enabled strategies, enabling all forms of business outcomes through analytics, refining data and analytics governance, and working on enterprise policy. The Chief Data Officer is the senior person, with a business focus, who not only understands the strategy and direction of the business but focuses on how to underpin that with data.

Teleworking Requirement 
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Work Schedule 
The normal workweek for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m. Alternative work schedules may be considered. This position is not eligible for overtime pay.

Job Duties

  • Partner with the CIO, other C-level executives, and County departments and agencies to create a data vision for the enterprise, and to identify the opportunities for differentiating digital capabilities and solutions.
  • As leader of a team; strong in data analytics and business intelligence, consisting of solution­­­­s architects, an ETL team; the CDO will work on strategy and future readiness for data warehousing, data architecture, MDM, governance, and data quality components. Responsibilities will include the design, development, and delivery of data from operational systems and files into staging areas, operational data stores, data lakes, data warehouses, data marts and other defined downstream data repositories to meet the needs of the enterprise
  • Leads the development of the data business strategy and road maps and ensures its integration with the enterprise strategic planning process, and the resulting business strategy and plans. Provides a single point of coordination and oversight for all data initiatives.
  • Foster the creation of a data-driven culture, related competencies and data literacy across the enterprise. 
  • Organize and lead a data and analytics center of excellence, and constantly improve the organization’s capacity to develop insights with advanced analytics. Establish an operating model for data governance, including roles, responsibilities, policies and procedures.
  • Represent the county on all data initiatives such as governance committees and steering level advisory boards where applicable. 
  • Create standards across the data services landscape as well as ensure that what is engineered, is essential to the team’s operations. 
  • Participate as the business owner/technical owner of Data Services projects that are delivering large scale enterprise data analytic solutions and will work closely with architects, project managers, developers, testers, security team and production operations staff in developing ETL solutions.
  • Identify new kinds, types and sources of data to enable business innovation throughout the organization. Create and oversee a centralized service for sourcing external data to ensure quality, traceability, timeliness, usability and cost-effectiveness. Define processes for the effective, integrated introduction of new data.
  • Lead the development, publishing and maintenance of the organization’s information architecture, as well as a roadmap for its future development, ensuring that it matches and supports business needs.
  • Develop and manage data structure and strategy for King County ensuring that developers are applying King County standards and governance in all deliverables.
  • Safeguard standard methods and processes and set high level security practices within technology groups.
  • Periodically meet with King County Executive Office and KC department heads to develop and encourage appropriate data governance, management, standards and security.  

Experience, Qualifications, Knowledge, Skills

  • Fifteen or more years of business experience, ideally in business management, legal, financial or information or IT management — recently at or near the executive level is desired.
  • Five or more years of progressive leadership experience in leading cross-functional teams and enterprise wide programs, operating and influencing effectively across the organization and within complex contexts.
  • Excellent business acumen and interpersonal skills; able to work across business lines at a senior level to influence and effect change to achieve common goals.
  • Demonstrated leadership; proven track record of leading complex, multidisciplinary talent teams in new endeavors and delivering solutions.
  • Proven data literacy — The ability to describe business use cases/outcomes, data sources and management concepts, and analytical approaches/options. The ability to translate among the languages used by executive, business, IT and quant stakeholders.
  • Experience in integrating complex, cross-corporate processes and information strategies, and/or designing strategic metrics and scorecards.
  • Excellent analytical, strategic conceptual thinking and consulting skills along with expertise in creating and deploying best practices and methodologies.
  • Ability to effectively drive people, process and technology change in a dynamic and complex operating environment.
  • Excellent oral and written communication skills, including the ability to explain digital concepts and technologies to business leaders, as well as business concepts to technologists.
Desirable Qualifications
  • Bachelor’s degree in information technology or related field. 
  • Master’s degree preferred. 
  • Project management skills.
