Summary

The Department of Human Resources (DHR) seeks two highly skilled, innovative, self-motivated, and customer-focused professionals to serve as HR Records Laserfiche Analysts (Functional Analyst I). Under the direction of the Laserfiche Administrator, these positions will serve as subject matter experts (SME) translating Laserfiche Enterprise Content Management (ECM) system configurations, functionality, and records management to our King County Human Resource community. Additionally, they will be key partners in helping departments/divisions transition to the management of electronic employee records. The work will be performed predominantly onsite at various County facilities most days of the week. Employees will have access to shared workspaces.
 
These two positions are offered as either Term Limited Temporary (TLT) or Special Duty Assignments (SDA). They are open to the public and King County employees. These assignments are anticipated to extend through December 30, 2022.

Other Position Information 
These non-represented positions are non-exempt from the provisions of the Fair Labor Standards Act and are therefore overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek, normally 8 a.m.-5 p.m., Monday through Friday. These two positions are not represented by a union and are classified as Functional Analyst I; class code 7304100.

Job Duties

  • Assist departments/divisions with organizing, preparing, and scanning HR records. Ensure proper record classification and metadata.
  • Assist the Laserfiche Administrator in developing processes, procedures, or policies.
  • As the Laserfiche SME, provide information, guidance, and assistance on Laserfiche and/or records questions over the phone and electronically. 
  • Assist on updating documentation, user manuals, and instructions in multiple media formats.
  • Participate in auditing and maintenance of data. Ensure compliance and data integrity. 
  • Train end-users in Laserfiche including searching, reporting, and troubleshooting.
  • Identify and maintain confidentiality and Personally Identifiable Information (PII) of records.
  • Travel to various King County worksites to facilitate training while following restrictions related to COVID-19. 
  • Other duties as assigned. 

Experience, Qualifications, Knowledge, Skills

Minimum Qualifications

  • One year experience with Human Resource Information Systems and electronic records management. 
  • Familiarity with general human resource processes and procedures within the employee life cycle. 
  • Possess strong auditing, risk assessment, and compliance skills and experience. 
  • Experience identifying and handling confidential and Personally Identifiable Information records. 
  • Knowledge of relational databases and continuous improvement processes. 
  • Ability to research and make recommendations. 
  • Ability to interpret instructional manuals, guidelines, and procedures.  
  • Skill performing routine troubleshooting, technical problem solving, and systems analysis. 
  • Familiarity and experience with Washington State and King County retention schedules; knowledge of government records and systems.
  • Familiarity and experience with the audit and disposition of records; knowledge of records management and indexing. 
  • Proficient skill in Microsoft 365 to include Outlook, Teams, Word, Excel, and PowerPoint. 
  • Clear and effective oral and written communication skills, with the ability to communicate with internal and external individuals at all levels.
  • Experience conducting end-user training and presentations, both in person and remotely.   
  • Skill in working effectively and cooperatively with a variety of individuals from diverse backgrounds. 
  • Self-starter who can participate as a member of a self-directed work team and collaborate with other team members. 
 Desired Qualifications
  • Knowledge of King County human resource policies, practices, and procedures. 
  • Experience with Laserfiche or other ECM software.
  • Experience with PeopleSoft or other Enterprise Resource Planning software. 
  

Supplemental Information

Teleworking Requirement 
The work will be performed predominantly onsite at various County facilities most days of the week. Employees will have access to shared workspaces. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
 
Employees will be provided with a County issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including wearing masks in some situations.
