Summary

The Road Services Division of King County Department of Local Services is seeking a Project/Program Manager IV for the Program and Project Support group in the Strategic Business Operations Section (SBOS). This position will support the Project Control Office by monitoring the progress of projects to ensure that they are working within the confines of set deadlines and budget limitations. The position also will ensure compliance with project management standards published in the Road Services Division Project Management Manual and oversee the updates. Additionally, this position will support project teams and CIP projects to ensure compliance with King County policies, ordinances, guidelines, and procedures. This position may be assigned to lead special projects and/or process improvement efforts that may involve coordinating work with staff without having any direct supervision over that staff.

Scope of Job Duties: To be considered for this opportunity, you must at a minimum demonstrate skill and ability to:
 

  • Apply analytical tools and techniques across large data populations to develop trends and models for prediction of business performance;
  • Perform assessments of Division process optimization needs and systemic issues then research and propose solutions;
  • Monitor and evaluate projects to ensure that they are meeting budgetary and deadline goals;
  • Coordinate with internal finance staff as well as internal and external stakeholders to ensure compliance with local, state, and federal regulations;
  • Compile and manage project data using PRISM, Business Intelligence (BI), Microsoft Excel, Word, and Access;
  • Perform business process analysis and requirements gathered for solving complex  process or procedural/workflow issues;
  • Manage tasks and  components of business process improvement projects;
  • Support project and program teams in solving issues and implementing results;
  • Manage and maintain updates to the Roads Project Management Manual;
  • Research, collect, and assemble data; 
  • Perform other related duties as assigned. 
We are looking for candidates who:
 
  • Have a strong understanding and experience in business administration, engineering, statistics, mathematics or related field; 
  • Are skilled in research, analytical thinking, written and oral communication and collaborative in their problem solving;
  • Have skills in gathering and analyzing data using a range of business systems and software tools (Excel, Access, PRISM, etc.);
  • Are skilled in using data and information to assess and understand issues, evaluate options, form accurate conclusions, and make decisions;
  • Understand of the basic business functions and associated systems (e.g., planning, engineering services, construction, performance metrics, including budgeting, scheduling, and resource management);
  • Have skills in project management techniques and principles including budget, schedule development and monitoring;
  • Are knowledgeable in the construction industry, financial industry, or with public works;  
  • Have the ability to take general direction of an issue and apply critical thinking to formulate and recommend solution paths;
  • Have knowledge of the analysis, design, development and application of business systems and processes;
  • Are detail-oriented team leaders who can consistently meet deadlines;
  • Are life-long learners who are eager and willing to add to base knowledge and skills;
  • Are skilled in facilitation and negotiation; 
  • Is knowledgeable of LEAN process improvement practices and other process improvement principals;
  • Recognize that social identity (including race and other socially defined categories) impact people’s life experiences differently; and that the systems and beliefs that devalue people based on these categories inevitably harm all of us and the good of the whole.

TEMPORARY TELECOMMUTING REQUIREMENT
The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. It is possible that the work will be primarily performed remotely on an ongoing basis after July 5, 2021.  
 
Employees will be provided with a County issued laptop  and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.  Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.  There will be situations where the employee is required to report to a County worksite.  Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

King County is the local service provider for the roughly quarter-million people who live in the unincorporated areas of the county. Taken together, the population in unincorporated King County would be the second-largest city in the state. The Department of Local Services includes a Director's Office and the Road Services and Permitting Divisions. The Director’s Office includes a robust Community Service Area group focused on identifying and responding to the needs of urban and rural unincorporated King County residents and business. The department provides a single executive point of accountability for delivery of local services to all of the unincorporated areas.

Unincorporated King County is home to roughly a quarter million people. Collectively, these communities would be the second-largest city in the state. Millions more use the roads to access jobs and recreational activities in urban and rural King County. The Roads Services Division is committed to ensuring the county's road system is safe and efficient for all uses and modes of travel.
 
 The division is faced with a long-term structural funding problem, yet is responsible for 1,500 miles of roads and 182 bridges, 5.7 million feet of drainage ditches, over 44,000 traffic control signs, 78 traffic signals, and 50 traffic cameras in unincorporated King County.
