The Operations and Contracts Coordinator will serve as a part of the King County Developmental Disabilities and Early Childhood Supports (DDECS) Division. The Operations and Contracts team is responsible for the equitable development, procurement, negotiation, and monitoring of contracts with community-based organizations that provide early childhood, supported employment, and community information and outreach services to individuals and families in King County. The position will be responsible for ensuring compliance with the terms and conditions of the Division’s revenue contracts and reporting on contract deliverables. This position will also co-lead and coordinate the Division’s Equity Change Team. 


This position will coordinate contracts with the Early Childhood Team in alignment with Early Support for Infants and Toddlers (ESIT) and the Best Starts for Kids initiative. Best Starts for Kids is King County's initiative to improve the health and well-being of residents by investing in promotion, prevention, and early intervention for children, youth, families, and communities. This work is relational, transparent, and equitable in accordance with Best Starts for Kids and DDECS values. 


Our Division is seeking team members who are committed to promoting racial, social and economic equity for all people in King County. The Operations and Contracts Coordinator will use an equity and social justice lens throughout the contracting and procurement processes and in co-leading the Division’s Equity Change Team. 


The Operations and Contracts Coordinator will report to the Operations and Contracts Manager within DDECSD.

WORK SCHEDULE/CONDITIONS: This is a Special Duty Assignment (SDA) or Term-Limited Temporary (TLT) position anticipated to end January 31, 2023, but subject to change dependent on operational need. This position is scheduled to work 40 hours per week, Monday - Friday, 8am - 5pm. This position meets the provisions of the Fair Labor Standards Act and is overtime eligible with supervisory pre-approval. This position is represented by PROTEC17.


The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required

Job Duties

  • Build strengths-based, collaborative relationships with community partners, the Early Childhood Team, and across the Division focused on mutual continuous quality improvement. 
  • Co-lead and coordinate the division Equity Change Team and the fulfillment of equity action plans.  
  • Serve as the primary point of contact for Early Childhood Team contracts in the division and support other division contracts.  
  • Lead Request for Proposals (RFPs) and other procurement processes for the Early Childhood Team, especially Best Starts for Kids procurements 
  • Coordinate equitable contracting and amendment processes in alignment with department and division procedures as well as the County’s Equity and Social Justice Strategic Plan and Best Starts for Kids values.  
  • Plan, schedule, and complete contract monitoring visits and reports with contracted providers in collaboration with Division team members.  
  • Provide and/or arrange for follow up training and technical assistance as well as monitoring activities to assure compliance with federal, state, and county requirements.  
  • Develop and implement strategies to ensure the completion and documentation of required training on topics, which include but are not limited to, Health Insurance Portability and Accountability Act (HIPAA), Mandatory Reporting, and Data Security.  
  • Manage deliverables from contracted providers and report on deliverables to revenue funders.  
  • Perform other related duties as assigned. 

Experience, Qualifications, Knowledge, Skills

  • Deep knowledge of equity and social justice principles and practices, and understanding of the effects of place, race and policy and systems-based inequities on marginalized communities and populations.  
  • At least two years of program experience with early childhood and/or developmental disabilities service systems.  
  • A combination of at least four years of education and relevant experience in contract management or project coordination in a social service setting.  
  • Experience designing and facilitating trainings and dialogues on equity and social justice, especially around race and disability.  
  • Demonstrated knowledge of compliance and continuous quality improvement strategies with contractors and partners in a human service setting.  
  • Ability to work with creativity and flexibility, both independently and as a team member; to work under deadlines and on a number of tasks simultaneously and to organize and prioritize quickly in response to changing needs.  
  • Skills and abilities working collaboratively with diverse stakeholders including families, culturally specific and community-based groups, service providers, and co-workers.  
  • Ability to identify intersecting issues, challenges, and opportunities for collaboration across internal and external partners, including strategies to promote equity.  
  • Experience providing engaging trainings and/or technical assistance with diverse groups using adult learning approaches.  
  • Skills communicating complex information to diverse audiences for understanding and decision-making.  
  • Proficiency in the use of Microsoft Office 365 including Word, Excel, PowerPoint, Outlook, Teams, and SharePoint 
  • Valid Washington State Driver’s License or ability to travel throughout the County in a timely manner.

DESIRED EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS 

 

  • Two years of professional experience in quality assurance/contract monitoring at the provider, state, or local government level.  
  • Experience with government procurement processes and requirements. 
  • Experience effectively supporting home cultures and languages of individuals and communities, as well as bicultural and/or bilingual skills are preferred.  
  • Familiarity with procurement and contracting technology tools; such as, ZoomGrants, contract databases, or similar.
