Summary

These positions are open to the general public and all King County employees, first consideration may be given to internal King County candidates. 


Application materials submitted by April 4, 2021 will be considered first. 
 
We currently have openings for several full-time, career service, term limited temporary (TLT) and/or special duty assignment (SDA’s) Transit Capital Project Manager (TCPM) III and IV positions within the Capital Project Delivery Section of Metro Transit’s Capital Division.  Depending on the skills of the applicant pool, we may fill positions at the III and/or IV level.  In addition, this selection process may be used to generate an eligibility pool for future career service, TLT (Term Limited Temporary), STT (Short Term Temporary) and/or special duty assignment (SDA) positions that may occur in these classifications within the Metro Transit Capital Division. The eligibility pool would be valid for one year upon creation at the discretion of the hiring authority.

Position Salary Ranges  
   
Transit Capital Project Manager III (Transit Engineer IV)        $88,275.20- $124,467.20  
Transit Capital Project Manager IV (Transit Engineer V)         $92,809.60 - $130,832.00  
   

 **NOTE: Salary range shown is 2018 rate; a new salary rate reflecting possible Cost-Of-Living and/or Market Adjustments since 2018 is under contract negotiation and is typically retroactive.

Work Schedule 
The work week for these positions are normally Monday through Friday, 8:00 a.m. – 5:00 p.m., but work outside of the normal work day may be required. Alternative work schedules may be considered. 


These positions are exempt from the provisions of the Fair Labor Standards Act and are therefore not eligible for overtime pay.
 
Temporary Telecommuting Requirement 
The work associated with this position will be performed 
remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.  Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.  There will be situations where the employee is required to report to a County worksite.  Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

The Transit Capital Project Manager positions will assist in delivering the METRO CONNECTS vision. Metro's commitment includes support of the existing systems by keeping current assets in a state of good repair.  METRO CONNECTS requires a substantial expansion of capital investments to create optimal transit travel conditions to keep buses moving safely and on time.  The new Transit Capital Project Managers will join a mid-size group of dedicated and hardworking staff that support the current and planned programs within the Capital Project Delivery section. These positions will manage a wide variety of capital projects from project initiation/planning, design development, construction and close-out.  These positions oversee all aspects of scope, schedule, budget, risk, quality, stakeholder and team resource management and overall client and customer satisfaction.  These capital project management positions work collaboratively to resolve issues in order to successfully deliver routine, non-routine, and complex design and construction projects within programs identified in sub portfolios within the Transit Capital Division.

Job Duties

The complexity of projects differs between the Transit Capital Project Manager III (Transit Engineer IV) and Transit Capital Project Manager IV (Transit Engineer V) positions.  The Transit Capital Project Manager IV (Transit Engineer V) is expected to work much more autonomously with little direction. Metro’s Fixed Asset projects are organized under five sub-portfolios which include Passenger Facilities/Corridors, State of Good Repair, Operating Facilities, Transit Infrastructure, and Partnerships.
 
Transit Capital Project Manager III (Transit Engineer IV) - Incumbents in this classification are considered journey level capital project managers.  They are responsible for non-routine, complex or high-risk capital projects from project initiation to close out of the project.  Incumbents oversee all aspects of cost and schedule, and resolution of issues that pertain to successful project delivery. 


Additionally, incumbents will:
    

  1. Independently manage the planning, design, construction, and post-construction of non-routine, complex or high-risk County capital projects by overseeing all aspects of cost and schedule, and resolution of issue that pertain to successful project delivery. 
  2. Prepare reports, studies, correspondence, long range plan, and/or presentations. Compile reports related to project completions, revisions or changes and compare information with project schedules. Complete milestone reporting for project. 
  3. Develop, manage, and update detailed total project cost estimates and exert cost controls during all phases of project delivery. 
  4. Oversee and/or manage project schedule. 
  5. Identify potential problem areas, take corrective action, advise others of required actions and brings unresolved difficulties to the attention of proper authority. 
  6. Review, prepare and process documents necessary for applicable notices, permits, and approvals. 
  7. Coordinate with public and political stakeholders.  
  8. Cultivate a work environment that actively includes diverse viewpoints, embraces and appreciates diversity, expects and ensures mutual respect, and promotes cooperation. 
  9. Negotiate consultant contract issue, provide direction & decision-making on changes to the project scope, and project implementation matter. 
  10. Develop RFP with procurement staff. RFP evaluations, selection, negotiate scope, schedule, and budget. 
  11. Monitor the work of consultants and/or construction contractors to ensure compliance with plans, specifications, and that materials and workmanship meet acceptable industry standards. 
  12. Develop Capital Improvement Plan (CIP) narratives. 
  13. Assist in developing systems designed to maintain scope and reduce time and costs of delivery of capital projects. 
  14. May maintain liaison with various committees, and public and political officials, including those officials with special responsibilities or interests in assigned project(s); may establish and maintain lines of communication and liaison with designated Federal State, City and County agencies. 
  15. Perform other duties as assigned 


Transit Capital Project Manager IV (Transit Engineer V) - Incumbents in this classification are considered advanced level capital project managers.  They are responsible for non-routine, complex or high-risk capital projects from project initiation to close out of the project.  Incumbents oversee all aspects of cost and schedule, and resolution of issues that pertain to successful project delivery. The Transit Capital Project Manager IV (Transit Engineer V) is expected to work much more autonomously with little direction. Additionally, incumbents will:
    

  1.
