Summary

The Director’s Office in the Solid Waste Division (SWD) is seeking an Equity, Inclusion, and Belonging Manager to serve on the senior leadership team. In this new career service position, you will have the opportunity to lead the division further towards realizing its vision statement; “The Solid Waste Division respects and provides equitable services and opportunities for all.”
 
SWD is progressing in Equity & Social Justice (ESJ) maturity.      This newly created position, which reports to the Division Director and the Department’s Equity, Inclusion and Belonging Manager, will be responsible for developing and implementing a systematic approach to ESJ that is characterized by division-wide planning and coordination of thoughtfully designed and sequenced critical actions to implement our ESJ Strategic Plan and ensure alignment between Division and Department and County-wide goals and efforts.
 
This leader's work will accelerate and improve the quality of SWD’s efforts in becoming both a more equitable, racially diverse, and inclusive work environment and help our division deliver services consistent with King County’s values. You will plan, coordinate, and lead numerous multi-faceted projects and programs that advance equity and social justice within the division. This is an opportunity to work with division staff, management, the Department of Natural Resources and Parks (DNRP), and the County’s centralized Office of Equity & Social Justice (OESJ) to influence the decisions and work done within the division.

Permanent Telecommuting Requirement: The work associated with this position will be performed remotely on a permanent basis. There will be situations where the employee is required to report to a County worksite. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. To support employees during this time King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team.

Work Schedule: This full-time Career Service position works a 40-hour workweek, Monday through Friday. This position is exempt from FLSA provisions and is not overtime-eligible.
 
Work Location:  Primarily teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104
 
Reporting and Organizational Alignment: This position will reside in the Solid Waste Division Director’s Office and report to the Solid Waste Division Director with a secondary reporting to the Department (DNRP) level Equity, Inclusion, and Belonging Manager. This position will collaborate with the County’s OESJ, which is a centralized group working on County-wide ESJ visioning, goal setting, and program development.

Solid Waste Division Profile: The Solid Waste Division's (SWD) core business is to operate the solid waste transfer, disposal, and recycling services for residents and businesses in all of King County, except for Seattle and Milton.  Our 400 employees have earned a reputation for being innovators and leaders within our industry, but our landscape is changing. As a result, we are in the process of creating our future focusing on three lines of business--waste prevention, resource recovery, and waste disposal. This innovation is backed by an ambitious six-year capital program totaling nearly a half-billion dollars, and a biennial operating budget of over three hundred million. Our business is operated as an enterprise fund where we are solely dependent upon our revenue generation to fund our operations and environmental mission. SWD's service area has a population of about 1.5 million, or approximately 70 percent of King County's population. Construction activity in the service area generates approximately 900,000 tons of debris per year.
 
 Examples of Job Duties:
  • Lead division-wide Equity and Social Justice (ESJ) work, including ESJ Strategic Plan implementation and regularly engaging with the Department Equity Manager and the Office of Equity and Social Justice in this effort, and represent SWD on DNRP’s ESJ team.
  • Serve as a member of the senior management team contributing to the development of policies and strategies that will advance the vision and mission of the division.  This requires thinking with an enterprise-wide perspective and the ability to aid in the division’s pursuit of the established strategic goal areas (Employer of Choice, Environmental Excellence, Financial Stewardship, Customer Service Excellence, and Partner of Choice).
  • Prepare performance dashboards, other regular performance reports, and summarize results and interpretations of findings for a wide range of audiences including policymakers, agency leadership, employees, and/or community representatives.
  • Partner with division leadership, OESJ, and human resources to define and drive ESJ action plans throughout the division. Review action plans with the Chief Equity and Inclusion Officer for approval and to ensure alignment with county ESJ goals. Ensure work units are informed and empowered to make thoughtful and strategic decisions that are in support the division’s ESJ goals.
  • Build and strengthen trust and relationships within SWD, employees, community partners, and other key stakeholders, especially those who need the greatest support
  • Lead and participate in programs, committees, strategic initiatives, and longer-term plans, and/or projects and serve as the SWD representative on assigned DNRP initiatives in coordination with other Divisions.
  • Conduct and apply racial equity data evaluation and analysis, using both qualitative and quantitative data, internal and community-facing, to guide strategic thinking and decision-making
  • Build internal capacity in understanding the principles of institutional and structural racism, and the disparities and barriers created. Highlight opportunities to utilize ESJ competencies to examine and remove the impacts of institutionalized and structural racism.
  • Facilitate the development of the SWD leadership and staff in understanding how racism and other oppressions are unconsciously internalized by individuals and the institution, and how this affects intergroup relations and organizational behavior.
  • Assist the division in developing and implementing strategies that increase the accessibility for small MBE, WBE and community-based organizations serving communities of color, immigrants and refugees, low-income populations, and limited English-proficient communities.
  • Gather, assemble, analyze, and evaluate evidence, data, and other information to highlight relevant inequities or challenges within the County. Move others toward a course of action and implement values-driven, data-supported decisions and strategies for the Division.
  • Participate in the development of the DNRP calendar of ESJ events, as well as the training curriculum. Co-facilitate events as needed. Provide technical, logistical, and other support to internal and external event facilitators. Provide hands-on training to new facilitators. Handle event promotion, registration, evaluation, and attendance tracking.
  • Actively participate in the coordination of SWD EEO/AA reporting and assist managers and supervisors in collecting and analyzing employment data, identifying problem areas, setting goals and timetables, and develop programs to achieve goals in collaboration with human resources.

  • Ability to assist division leaders in translating business strategy and objectives into attainable goals and plans that are aligned with the County's Equity and Social Justice and the Division’s and Department's equity goals.
  • Understands how to utilize an equity approach (Equity Impact Review or other resources) on operations and capital projects and can teach others.
  • Identifies opportunities to enhance a racially and culturally diverse workforce through innovative recruitment and retention strategies.

Special Requirement: This position requires visiting job sites. As such, you will need a valid Washington State Driver License or the ability to commute to the work sites expeditiously as needed.
