WE ARE RECRUITING FOR TWO (2) CAREER SERVICE POSITIONS!

Business Finance Officer (BFO) IV - Finance:

This BFO IV for Finance manages the Fund's financial plan and related accounting infrastructure, identifies risks and opportunities identified in the fund, presents key summaries to internal and external stakeholders, and proposes solutions to improve the health of the fund. This position plays an instrumental role in monthly accounting activities, budget and actuals analysis, and the biennial budgeting process. The successful candidate will supervise two financial professionals and will work closely with King County and DCHS Leadership, program managers, and external partners and committees. This position acts as the chief or key financial adviser for a division or department, manage the development, preparation, and justification of division or department annual budget. Act as the key liaison for the division or department on financial and budgeting issues with internal and external sources. Plan, develop and implement revenue collection and related cash management systems.

Business Finance Officer (BFO) IV - Compliance Manager:

The DCHS Compliance Manager reports to the department's Compliance Officer to assist in managing policies and procedures related to grants from federal, state, and local governments. In addition, the Compliance Manager assists with the development and implementation of adequate systems of controls to mitigate risk and ensure financial/programmatic compliance with King County policies, federal, state, and local regulations, and generally accepted accounting principles (GAAP). To include compliance documentation review and performing compliance site visits. This position will assist the Compliance Officer in providing department-wide guidance in financial management of grants (federal, state & local) and contracts. Act as a subject matter expert in grants and contract management, assist in:
  • Providing leadership and guidance in day-to-day operation of grant management including standards and regulations governing federal, state, and other grants
  • Developing and maintaining department-wide subrecipient monitoring manual, setting clear roles and responsibilities related to monitoring
  • Facilitating department-wide training on monitoring as well as subrecipient monitoring standards
  • Developing work plan for contract monitoring and support the field monitoring process
  • Providing guidance to programmatic and fiscal staff on complex and sensitive compliance issues.

WORK SCHEDULE/CONDITIONS: This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday 8am - 5pm. Both positions are represented by PROTEC17.

MISSION CRITICAL POSITION STATUS: This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. TELEWORKING REQUIREMENT: The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required , including the wearing of masks in some situations . Job Duties

BFO IV - Finance:
  • Provide strategic leadership to the Finance and Compliance Services (FACS) finance team and FACS program staff that drives progress towards Department and County priorities.
  • Manage the development, preparation, and justification of budgets within your scope of work.
  • Lead the quarterly process for updating the Financial Plan and forecasts for the Budget Office.
  • Reconcile County financial systems with internal financial systems and multiple funding sources.
  • Administer and monitor grants, contracts, and specialized funding streams.
  • Review expenditure and revenue journal entries and review detailed reconciliations.
  • Perform ad hoc financial analysis of various FACS programs, revenue contracts, fund sources, and appropriations. Prepare written descriptions of your analysis and present to leadership regarding complex finance matters.
  • Oversee the preparation of the annual Schedule of Expenditures of Federal Awards (SEFA).
  • Supervise and lead staff, including planning work assignments and conducting employee development and performance evaluation plans. Make recommendations to the Finance Manager and Controller regarding personnel actions.
BFO IV - Compliance Manager:
  • Assist the Compliance Officer in providing department-wide guidance in financial management of grants (federal, state & local) and contracts and assure proper internal controls are in place based on GAAP, FASB, GASB, and federal Uniform Guidance.
  • Be a subject matter expert in grants and contract management.
  • Supervision of compliance team staff.
  • Review compliance documentation prepared by department staff.
  • Perform compliance site visits.
  • Other duties as assigned.
Experience, Qualifications, Knowledge, Skills
  • Bachelor's degree in business, economics, public administration or accounting and ten years of progressive responsibility in finance, audit, project management or any equivalent combination that provides the knowledge, skills, and abilities necessary to perform the job.
  • Advanced knowledge of financial statement analysis and/or compliance audits.
  • Demonstrated skill in effectively presenting and communicating complex financial and performance information to a wide range of audiences, including non-technical audiences.
  • Ability to work collaboratively with program managers to secure integrated work products.
  • Management and supervisory experience; including hiring, supervision, staff development and performance management.
  • Demonstrated proficiency with MS Office suite.
DESIRED EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS:
  • Knowledge of public sector budgeting and government fund accounting, including Federal and State grant accounting and reporting. Knowledge of GAAS auditing standards and GAAP accounting principles.
  • CPA certification.
  • Advanced knowledge of Oracle/EBS and Oracle budgeting and Tableau reporting systems.
