Summary

ABOUT THE POSITION
The Airport Division is seeking two knowledgeable, tech-savvy, and experienced team players with a passion for technology, systems, and applications; and a deeply held customer service ethic to help support the agency as its reliance on technology, business systems, and data grows dramatically.  Over the past several years, the Division has experienced significant organizational changes and has implemented new business systems and standard work. In alignment with King County’s continuous improvement efforts, we are in the process of reviewing and improving our business process, procedures, and workflows. The Airport is striving to maintain the goal of becoming more data-driven in operating and capital investments to be a world-class airport. The Airport utilizes an array of business solutions applications that are central tools for decision-making, management, maintenance, and operations. The Division has a need to evaluate, consolidate, improve, replace, implement, maintain, or eliminate a variety of business systems and/or devices.   These positions will be part of the effort to ensure efficient access to data and tools that support functions across the Airport including management, safety and security, finance and administration, operations, engineering, maintenance, marketing and business development, asset management, performance measurement, records management, business information management, and technology and devices support from a business perspective, among others.  Are you a tactful, adaptable, problem-solving enthusiast who is interested in a career working with applications, systems, and technology in the aviation industry?
 
The Business Applications Specialist (Functional Analyst II) will perform application, system and/or devices support, training, and troubleshooting, and routine system administration and maintenance to ensure optimal system performance.  This position is a career service position, open to all applicants.
 
The Sr. Business Applications Specialist (Functional Analyst III) will perform requirements gathering, system implementation, configuration, administration, training, and troubleshooting to ensure optimal system performance meeting operational business needs and evolving processes and workflows. This term limited temporary position is open to the public.  If filled internally, it will be as a special duty assignment.
 
SCOPE OF JOB DUTIES - The successful candidates for these positions, at a minimum, will demonstrate skill and ability to:

Position:  Business Applications Specialist (Functional Analyst II) - $38.77-$49.14 Hourly

  • Plan and execute business systems improvements based on evolving business processes and workflows and associated technologies that includes business requirements gathering, data mining, functional specifications, process diagraming, metrics, and dashboard development.
  • Perform systems administration, configuration, maintenance, and documentation. Perform audits, quality assurance and quality data integrity checks, maintain current modules, tables, queries, and reports.  Customize applications by adding or modify fields and panels for modules or systems.  
  • Analyze and test proposed system changes prior to implementation; validate the functionality of the solutions according to the requirements specifications.
  • Track, troubleshoot, and resolve system problems and assist with solving problems or issues that arise and work with KCIT and/or vendors to recommend solutions.
  • Develop and provide user training and coaching on the operational use of applications, systems, and devices.  Developing and maintaining training and documentation and videos.
  • Prepare system documentation and standard work.  Draft business processes, workflow documentation, configuration documents, system documentation, and other documentation.
  • Develop queries and reports. Document tables and data used in the preparation of reports and queries; develop data dictionaries, data models, and other data management tools.  
  • Communicate with customers; provide information and assistance on routine questions involving system processes and procedures; applications and system modifications.
Position:  Sr. Business Applications Specialist (Functional Analyst III) - $90,803.02- $115,097.84 Annually
  • Lead, facilitate, and participate in continuous business and/or change management process improvement in support of applications and systems in partnership with the Airport team, KCIT, and/or vendors that includes requirements gathering, data mining, functional specifications, process diagraming, metrics, and dashboard development; evaluate established methods and procedures and prepare recommendations for changes.
  • Defines the feasibility of a business solution, its implementation, and its interaction with the existing systems and improve the cost effectiveness of the business solution.  Documenting gap analysis, cost/benefits, findings, and recommendations including trends, patterns, and utilization of applications.
  • Keeping applications systems up to date with scaled aviation industry trends recommending new systems or upgrades by partnering with KCIT and/or vendors including implementation,  configuration, and integration with new and/or existing systems.
  • Lead, facilitate, and develop testing plans to ensure that systems meet business requirements, processes, and workflows.  Analyze and test proposed system changes prior to implementation; validate the functionality of the solutions according to the requirements specifications.
  • Perform systems administration, configuration, maintenance, and documentation.  Perform audits, quality assurance and quality data integrity checks, maintain current modules, tables, queries, and reports.   Customize applications by adding or modify fields and panels for modules or systems.  
  • Develop and perform routine data analytics with SQL databases and Crystal Reports.   Create and update standard queries for generating reports; documenting relational tables and data used in the preparation of reports and queries.
  • Prepare system documentation and standard work.  Draft business processes, workflow documentation, technical system diagrams, configuration documents, system documentation, and other documentation.  
  • Leading and regular communication with customers to learn and stay informed on sections’ business processes and workflows rooted in continuous improvement to align with configurations or modifications to relevant organization’s applications.   
WE ARE LOOKING FOR CANDIDATES WHO HAVE:
  • Strong experience with leading and facilitating requirements gathering, documenting business processes and workflows with analytical and investigation skills for extracting useful information from different disciplines (i.e. asset management, work order management, project management business processes). – Sr. Business Applications Specialist (Functional Analyst III)
  • Strong experience with leading and facilitating system implementation, gap analysis, and system integrations. – Sr. Business Applications Specialist (Functional Analyst III)
  • Experience with performing system administration and configuration with asset management systems (i.e. Cityworks), aviation applications, automatic vehicle location software, and other business solutions applications.
  • Experience with analysis, design, development, and applications of a variety of business systems and processes.
  • Experience and strong data analytic skills in gathering and analyzing data using a range of business systems and software (i.e. Microsoft PowerBI) to create key performance indicators, metrics, and reports.
  • Strong experience and skills and experience with diagnosing and identifying system related problems and should possess excellent troubleshooting, technical problem solving, and systems analyses skills.  
  • Strong analytical and investigation skills for extracting useful information from different sources.
  • Knowledge, understanding, and experience with GIS centric applications or systems that utilizes GIS spatial data.
  • Strong experience and skills with customer service, developing and providing end-user training.  
  • Strong experience and skill in writing routine system documentation, technical reports, standard operating procedures, and training manuals and videos.
  • Strong technical skills in common tools, including but not limited to Microsoft Software:  Teams, SharePoint, PowerBI, Excel, Visio, Word, Stream, PowerAutomate, Stream, Forms.
IDEAL CANDIDATES WILL DEMONSTRATE THE FOLLOWING: 
  • Experience with diverse group dynamics and change management.
  • Experience with continuous improvement methods and techniques such as Lean.
  • Applied knowledge of project management techniques and methodologies.
SUPPLEMENTAL INFORMATION
The successful candidate will be placed in the Functional Analyst II or Functional Analyst III classification. Classification determinations will be based on experience, skill and knowledge the candidate demonstrates.
