Summary

We are seeking an Educator Consultant to enroll eligible King County residents into various benefit programs:  Apple Health, Qualified Health Plans, ORCA Lift, Basic Food, Energy Assistance programs, Breast Cervical Health Care Program, King County Adult Dental program and provide assistance on the Community Health Access Program (CHAP), phone line. This position will work at various Public Health Centers throughout King County and one day at the ORCA Lift Office in Seattle.  
 
You’ll provide outreach and enrollment assistance at Public Health Centers, health fairs, community events, school districts, with the unsheltered and LGBTQ+communities.  This position will also provide updates about our programs to community partners, community-based organizations, school districts, business community and other entities.  You’ll also assist in developing educational materials, handouts and training materials; work with the Program Managers and Education Consultants in reviewing the data for clients not enrolled in health insurance or ORCA Lift and work with them to develop an outreach plan and implementation of the plan into the community; and coordinate community outreach events and fairs.  
 
Evenings and weekend are mandatory for this position.

Job Duties

  • Educating King County residents about their eligibility for health insurance, ORCA Lift and other programs. 
  • Enrolling residents into Qualified Health Plans, explaining their coverage, tax credit options and following up for enrollments. 
  • Prior experience working with the unsheltered and LGBTQ+ communities.
  • Provide community-based presentations about Health Insurance, ORCA Lift, Basic Food, Energy Assistance and other programs. 
  • Provide brief health messages about accessing care benefits and preventive health care.
  • Working at a variety of Public Health and community sites
  • Participate in developing and reviewing the uninsured date in King County.  
  • Conducting outreach throughout King County at health fairs, libraries, King County jails, medical clinics, DSHS, schools and other community locations. 
  • Advocating and solving problems health care access issues in King County and working to resolve these issues with State agencies.  (10%)
  • Answer the Community Health Access Program (CHAP) phone line.  

Experience, Qualifications, Knowledge, Skills

  • Certified Navigator in Washington State
  • Prior experience conducing outreach for residents eligible for Apple Health or Qualified Health plans. 
  • Prior experience with enrolling clients into a Qualified Health Plan under the Affordable Care Act.
  • Excellent communication skills (oral and written).
  • Demonstrated problem-solving and trouble-shooting abilities 
  • Skilled in relating to and working with clients from various cultures, racial and social and economic status
  • Ability to work travel to various Public Health Centers. 
  • Awareness of immigration requirements for State-Federally sponsored programs
  • Ability to work to work well independently; work in team setting; use independent judgment;
  • Skilled in MS Word, Excel and Outlook
  • Ability to work flexible work schedule, which include evenings and weekends and drive own car (Some County vehicles are available)
  • Flexibility to work evenings and weekends
 DESIRED QUALIFICATIONS: 
  • Bilingual in Spanish and English, in both oral and written communications.

Work location: this position will be based out of the Chinook Building, but will be required to work at outreach events
 
Work schedule: The normal work schedule for this position is flexible, and generally Monday through Friday, 8:30am to 5:30pm; 40 hours per week. Evenings and weekends will be required to attend outreach events. This position is subject to the Fair Labor Standards Act and is overtime eligible.
