Summary

King County Metro Transit 
King County Metro Transit is a regional leader in helping people move quickly throughout the region, reducing commuter stress, greening the environment and radically improving urban air quality, by providing comfortable, effective transit services for the thousands of commuters and other residents of King County, Washington. 
 
Link Light Rail 
One of the single largest transportation projects for King County and the Puget Sound region is the light rail system known as Link Light Rail.  Design and construction of the system is being managed by Sound Transit, the regional transit provider for the central Puget Sound area.  King County Metro Transit oversees all operations and maintenance aspects of the system.  Link Light Rail, operated and maintained by King County Metro Transit, is a 20.4-mile light rail line currently running from University of Washington Station to Angle Lake Station. Current system expansion will add an additional 50 miles of track by 2023. Currently Link Light Rail has 62 vehicles and will be adding an additional 152 vehicles to their fleet by 2024.

Work Schedule 
This position is exempt from the Fair Labor Standards Act and is therefore not eligible for overtime pay. The workweek is normally Monday through Friday 7:00 am - 5:00 pm with additional hours as necessary, including being on-call, evenings, and weekends.

Job Duties

  • Responsible for administering fleet maintenance operations critical to providing reliable light rail service to the King County service area 
  • Implement portions of System Safety Program Plan and participate in the State Safety Oversight annual and triennial audit program 
  • Coordinate and lead all light rail vehicle maintenance activities 
  • Work with vehicle manufacturer to identify, track and resolve fleet defect and warranty issues 
  • Oversee and manage any fleet modifications for light rail fleet 
  • Responsible to manage a fleet of non-revenue support automobiles 
  • Responsible for the establishment of annual operating plans (including objectives, priorities and performance standards and the monitoring and reporting of progress toward expected outcomes) 
  • Develop, manage, and implement annual section budgets as well as policy and operational changes 
  • Direct (through subordinate supervisors) a work force involved in preventive maintenance, repair, emergency re-railing and servicing of light rail cars to meet daily schedules 
  • Determine staffing needs, manage employee hiring processes, conduct performance evaluations and take corrective actions when appropriate, issue decisions in first-level grievances, and work with labor union(s) to resolve labor issues 
  • Responsible for emergency management operations at the work site and remain on call 24 hours per day 
  • Represent the section in work groups and meetings and may act for the Manager of Maintenance as needed 
  • Provide expert witness testimony as required at hearings and court proceedings 
  • Provide communication loop between Sound Transit, King County Metro and the light rail vehicle manufacturer, providing necessary information and/or documentation as required for various levels within both agencies 
  • Participate on evaluation committees for major procurements 
  • Participate on recruitment panels for hiring various rail staff 

Experience, Qualifications, Knowledge, Skills

Qualifications 

  • Three years of experience in public transit supervising rail vehicle maintenance, repairs and Overhauls. 
  • Strong analytical skills to evaluate complex problems related to rail vehicle maintenance repair work 
  • Skill in establishing and implementing light rail vehicle maintenance policies and procedures 
  • Ability to plan and direct the day-to-day activities of a large rail maintenance operation; ability to conduct staffing and budget planning, cost benefit analysis, and to initiate and evaluate the financial impact and technical feasibility of ideas, methods of operation, or capital projects 
  • Experience in the procurement and/or acceptance of rail transit vehicles 
  • Experience in the integration of rail transit vehicles into a new system or rail line 
  • Knowledge of fleet warranty administration 
  • Experience in the implementation or management of a Rail Transit Vehicle Maintenance Training program 
  • Experience in the activation of operating rail transit system or line 
  • Working knowledge of applicable APTA, IEEE and other Standards and Industry Practices 
  • Knowledge of applicable FTA regulations governing Rail Transit Safety and Security 
  • Experience managing the satisfactory resolution of fleet defects and warranty claims 
  • Skill in budgeting and project management techniques 
  • Ability to build a cohesive management team in a diverse environment 
  • Knowledge of grievance and arbitration processes 
  • Excellent oral, written and interpersonal communications skills 
  • Excellent management, leadership, and supervisory skills which include ability to establish and maintain a participatory workplace by facilitating team development/behavior and promoting mutual respect and acceptance of the abilities and viewpoints of all workers in a diverse work group 
  • Knowledge of collective bargaining agreements 
  • Working knowledge of federal, state and local laws regarding ADA, EEO, FMLA, CDL, and D.O.T. Drug & Alcohol testing 
  • Experience and ability to work with Microsoft Word and Excel 
  • Valid Washington State Driver's License or the ability to travel throughout the county in a timely manner 

Desirable Qualifications 

A Bachelor's Degree in Mechanical or Industrial Engineering or related field, or equivalent combination of related education and supervisory or administrative experience
