Summary

The Solid Waste Division of King County Department of Natural Resources and Parks is looking to fill multiple Capital Project Manager I (TLT) positions in their Project Management Office (PMO) Section. These positions will be responsible for assisting with the development and application of project management tools, templates, and processes to successfully plan, implement, and close projects; provide support to project teams and project control staff for effective management, monitoring, and controlling of Solid Waste Division (SWD) projects to ensure compliance with King County Policies, ordinances and the requirements of the SWD Project Management Manual.  These are term-limited temporary (TLT) positions expected to conclude in one year with the possibility of extension. If you are a King County career service employee, this is available as a special duty assignment.
 
These positions work with limited general supervisory direction and require knowledge in project management and project control disciplines and the ability to apply commonly used project management tools such as scheduling, cost estimating, and organizing work.

Teleworking Requirement: The work associated with this position will be performed predominantly by teleworking, with occasional onsite work and meetings, as influenced by business needs. Employees will have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
 
Work Schedule: This position works a 40-hour workweek, Monday through Friday with some evening and weekend work as required.
 
Project Management Office (PMO) Profile: The PMO is responsible for planning, implementing, and managing SWD projects, including overseeing design, construction, permitting, community outreach, and communication functions. The PMO provides project management services such as the development of project management methodologies, project control, performance monitoring, and reporting. PMO staff provides supportive PMO functions for projects that are managed by other sections within the SWD. In general, the PMO follows the Project Management Institute (PMI) guidelines and methodologies.
 
Examples of Job Duties: 

  • Assist with the development of project management documents, such as project management plans, Work Breakdown Structures (WBS), and Project Risk Management Plan
  • Plan and manage stakeholders involvement with projects 
  • Assist with procurement management duties such as review of contracts, review of invoices, track progress of payments, and close contracts  
  • Assist with and develop project management training materials including PowerPoint presentations, handbooks, handouts, graphics, and other documents 
  • Track and maintain project information in SWD tracking systems  
  • Assist with the preparation of project reports, presentations, and other documents
  • Assist with the management of projects from initiation to closing by performing duties that are assigned by the project teams  
  • Perform other tasks as assigned by supervisor.
An Ideal Candidate Will Have: 
  • Associate degree in project management, business administration, engineering OR a Bachelor’s degree in a relevant field  
  • Knowledge of Project Management Institute (PMI) methodologies for managing project scope, schedule, budget, risk, communications, and procurement.  
  • Work experience that demonstrates the successful use of collaborative communication and interpersonal skills 
  • Demonstrated skills in completing project management tasks with minimal supervision 
  • Demonstrated ability to compile comprehensive project management documents or reports 
  • Demonstrated skills in effective communication, coordination, and collaboration in project team settings   
  • Excellent technical writing skills including preparation of reports, memorandums, white papers, and emails    
  • Experience demonstrating the ability to work on multiple projects or tasks simultaneously and producing high-quality deliverables in a timely manner.
Highly Competent Candidates Will Also Have:
  • PMI certifications such as Certified Associate in Project Management (CAPM) or equivalent
