Summary

King County International Airport – Boeing Field (KCIA) is looking for a forward- thinking, detailed oriented Lead Contract Specialist (Contract Specialist 3) who will be a member of the Airport Finance and Contracts section.  We are looking for someone who is a leader, can work both independently and collaboratively, is creative, has a sense of humor and enjoys finding solutions to procurement and business challenges.
This position is responsible for leading, overseeing and evaluating the work of others and ensuring consistency by interpreting policies and procedures, as well as providing expertise as a specialist in procurement of major capital improvement projects involving construction and engineering contracts.  

ABOUT KING COUNTY INTERNATIONAL AIRPORT (BOEING FIELD)
KCIA is one of the busiest primary non-hub general aviation airports in the nation. Located just four miles south of downtown Seattle, it averages 180,000 aircraft operations each year. In 2001, it was named by the National Air Transportation Association as one of the "100 Most Needed Airports" in the United States.
 
KCIA ranks among the most successful public investments in state history. The airport's annual economic impact is $3.5 billion - supporting more than 16,000 jobs and providing $1.8 billion in labor income in the county. The airport's 150 tenant businesses also directly support more than 5,000 jobs in the local economy. KCIA promotes the health of the aviation industry by establishing pipelines for employment and for employee development.
 
 As a general aviation airport, KCIA serves small, commercial passenger airlines, cargo carriers, including UPS, private aircraft owners, helicopters, corporate jets, and military and other aircraft. It is also the final delivery center for the Boeing Company's 737 aircraft and serves as the company's military flight center along with other Boeing operations. The Museum of Flight is located on the airport property with a wide variety of aircraft and exhibits showcasing aviation history. KCIA frequently is host to celebrities and dignitaries, including the President of the United States, who prefer Boeing Field because of its proximity to downtown Seattle and convenient connections to other business districts in the region. Due to its proximity to Lumen Field, T-Mobile Park, and other sports venues, many teams prefer to use KCIA when playing in Seattle.

SCOPE OF JOB DUTIES: To be considered for this opportunity, you must at a minimum demonstrate skill and ability to:

  • Review requests for the procurement of construction and other procurements as assigned.
  • Analyze requirements of the project and determine the best method of procurement.
  • Collaborate with project managers to define procurement requirements including proposed qualifications, value of the contract, term of contract, reference documents, and ensure proper contractual guidelines and policy procedures are followed in the procurement process.
  • Support preparation and administration of FAA grants. Prepare grant certifications, perform debarment searches, and maintain required documentation. Identify allowable and eligible invoice charges for proper coding to grants. Review grant closeout reports for accuracy and completeness and work with consultants and FAA to finalize the reports.
  • Work with King County staff to monitor and report on triennial Disadvantaged Business Enterprise (DBE) awards or commitments.
  • Research, prepare and issue solicitation and contract documents in accordance with County policies and procedures, federal and state laws.
  • Analyze bid documents for conformance with solicitation requirements.
  • Provide leadership and input to initial agency position on protests from unsuccessful bidders.
  • Supervise and lead staff with their daily work.

  • Has a continuous improvement mindset necessary to decrease turnaround time, meeting deadlines, and streamline work process.
  • Is customer focused and understands how to build relationships with internal and external stakeholders.
  • Is an excellent communicator and is able to work with staff at all levels of the organization
  • Knowledge of public procurement systems and processes.
  • Any equivalent combination of experience and education which provides the applicant with the desired skills, knowledge and ability required to perform the work.
