Purpose of Announcement

EXAMINATION IS ANNOUNCED TO SUPPLEMENT THE EXISTING EMPLOYMENT LIST TO FILL TWO (2) CURRENT WEST JEFFERSON VACANCIES AN ONE (1) EAST JEFFERSON VACANCY ALL IN THE DEPARTMENT OF JEFFERSON COMMUNITY ACTION PROGRAMS - HEAD START.

This employment list will also be used for future EAST AND WEST Jefferson vacancies in this Department as they occur.

Note: For this position, 22 pay periods of the year will be 40-hour work weeks. 4 pay periods (2 pay periods at beginning of fiscal year and 2 pay periods at fiscal year-end) will be 35-hour work weeks. Non-exempt from overtime compensation. May be required to adjust schedule to include occasional different starting and stopping times based upon the needs of the service. May require occasional evening and weekend work. Will be required to work whatever hours are necessary to satisfactorily perform the duties and demands of the position. 

Kind of Work

The purpose of this position is to plan, organize, and coordinate with appropriate Staff, the daily and weekly classroom activities to ensure the 8 domains of education, social emotional, medical, and nutritional requirements (including lunch count, special dietary needs folder) of the Head Start Program are met. Employee instructs and interacts with pre-school age children in all center activities and joins them at mealtime. Monitors each child's health/hygiene and ensures steps are taken to correct problem areas. Supervises and directs the activities of the Assistant Teacher and assigned Child Care Workers in all phases of the daily program. Evaluates and provides for the continual learning of the assistant, supplemented with frequent appropriate conferences. Requests and secures all equipment/supplies for the daily activities, and maintains center/classroom facilities in safe, clean and proper order. Duties include proper maintenance in the pre-logs and reports on all equipment and supplies and participation in the home visits, evaluations, assessments and parent-teacher conferences. Position requires driving of a personal vehicle, thus possession of a valid driver's license, acceptable driving record, and personal automobile with minimum liability insurance available for business use (business travel is reimbursed on a mileage basis) will be given preference.

NOTE: Some vacancies may require bilingual (Spanish/English) ability; therefore, selective certification of eligibles with bilingual fluency will be used in filling those vacancies.

Minimum Qualifications For Admission to Examination

Possession of a Bachelor's degree (B.A./B.S.) or higher degree from an accredited college in Early Childhood Education (ECE) or in an equivalent education major in which the primary focus of study is the care and development of preschool children (i.e., children 3 to 5 years-of-age).
OR
Possession of a Bachelor's degree (B.A./B.S.) or higher degree from an accredited college in any subject, including at least eighteen (18) credit hours of coursework relating to ECE; plus, at least six (6) months of experience working in an early childhood setting with preschool children (i.e., children 3 to 5 years-of-age).

NOTE: Coursework relating to ECE may include courses offered in various department (e.g., Education, Music, Art, Library Sciences, Physical Education and Recreation, Psychology...etc.); however, this coursework must address early childhood education or child development with a focus on children ages 3 to 5 years. Work experience includes paid or unpaid experience, internship in a childcare center, and practicum or student teaching experience.
 
Must be able to pass a state background check with no felony convictions and no misdemeanor convictions deemed relevant to work performed in this classification. Any conviction listed in the Louisiana Child Protection Act (Louisiana R.S. 15:587.1) is considered disqualifying, unless written proof of pardon is submitted in time for consideration with the application.

Related education, experience, and/or professional certification(s) above and beyond the minimum qualifications will be required for consideration of an entrance salary above the minimum rate.

Kind of Examination

(ENTRANCE AND PROMOTIONAL)

The examination will consist of a written test and a rating of training and experience, each weighted 50%. Bilingual candidates, successful on the written examination, may be required to participate in a qualifying oral panel interview.  Acceptable applicants will be notified by mail of the date, time, and place of any assembled testing.

PREFERENCE IN CERTIFICATION WILL BE GIVEN TO QUALIFIED RESIDENT APPLICANTS OVER NON-RESIDENTS AND TO THOSE WHO QUALIFY ON A PROMOTIONAL BASIS.

Vacation (Annual Leave)
Employees accumulate one half day of paid vacation for every two weeks worked.
Leave accrual rates increase with years of service. Any unused annual leave is
usually paid upon separation from Parish Employment.

Sick Leave
Employees accumulate one half day of paid sick leave for every two weeks worked.
Sick leave is available for personal illness, injury or medical consultations.

Holidays
Nine paid official holidays are observed, plus any holidays declared by Parish Officials.

Life Insurance
All regular employees receive a life insurance policy equal to one year's salary.
Extra insurance may be purchased.

Medical Insurance
An HMO medical insurance plan is avalable for employees and their
dependents. Jefferson Parish pays 80% of the premium for employees and 50% of
the premiums for dependents.


A Flexible Benefits Plan
Employees have the opportunity to save money by paying for health
insurance and optional insurance with pre-tax dollars. A Flexible Savings
Account for Medical Expenses and Dependent Care is also available.

Retirement
Most regular employees belong to the Parochial Employees' Retirement
System instead of the Social Security System. For employees hired after
January 01, 2007, a pension calculated at 3% of salary per year of service
is provided upon retirement at age 67 with 7 years of service, age 62 with
10 years of service, or age 55 with 30 years of service.

Tenure Payment
Employees are paid $25 per year of service in December of each year.
Employees must have worked two years before the first check is paid.


Deferred Compensation Plan(457b plan)
Similar to 401K programs, the 457b Deferred Plan allows employees to defer
up to $14,000 of pretax income each year to supplement retirement savings.
Pre-tax contributions can be cashed in upon retirement or termination without
penalty. This plan is provided by Nationwide Retirement Solutions 1-877-677-3678.

Special leaves of absence for military service, maternity leave, etc.
