GENERAL DESCRIPTION

Performs complex professional, technical and administrative work related to the planning, organizing and directing of functional areas of the parks division to ensure a robust community park system of interconnected and accessible parks that provide a variety of amenities to users of all ages and abilities. Works with the Director on the development and implementation of goals, objectives and priorities for parks division and develops work plans to meet them in a timely manner; Supervision is exercised over all employees involved in the division’s operations. May be responsible for the operation of the department in the absence of the Director.   Does related work, as assigned.

ESSENTIAL JOB FUNCTIONS

  • Manages and oversees the planning and development of accessible and connected parks, facilities, greenways, and trails.
  • Manages and oversees the development of comprehensive maintenance program for park land and the amenities located within. 
  • Manages and oversees the department’s various capital funded programs including improvement, maintenance and equipment replacement funds. 
  • Manages and oversees the administrative functions of the division to ensure compliance with department, county, state and federal policy and guidelines.
  • Manages and oversees division’s specialized service areas to provide services to internal and external customers.
  • Manages and oversees the application and use of park system amenities. 
  • Serves as the liaison for the department to permitted user groups of park amenities.
  • Manages and oversees the development and administration of division's annual budget.
  • Coordinates and oversees the department’s response to weather events and emergencies. 
  • Responds to and resolves difficult and sensitive citizen inquiries and complaints.
  • Performs other duties as assigned.

REQUIREMENTS/PREFERENCES

Education

Required:  Bachelor’s Degree from an accredited college or university in a related field.

Preferred:  Bachelor’s Degree from an accredited college or university in a related field with coursework in agronomy, forestry or landscape architecture.  

Experience

Required: Five (5) or more years of parks administration in a similarly responsible supervisory position.

Preferred: Eight (8) or more years of parks administration in a similarly responsible supervisory position.

Certifications/ Licenses

Must possess a valid Virginia driver's license and have a good driving record. 

Knowledge, Skills and Abilities

  • Principles and practices of modern park development and land acquisition.
  • Principles and practices of management and supervision.
  • Principles and practices of parks, landscape, and facilities operations and maintenance, including methods, practices, materials, tools and equipment including operational characteristics of standard maintenance equipment common to a landscape/facilities maintenance program.
  • Contract development and administration principles and practices including construction inspection principles.
  • Advanced practices, techniques and materials used in design, construction, maintenance and repair of parks, landscaped areas, pools and related facilities, including principles of horticulture and irrigation systems.
  • Advanced grant development principles and practices.
  • Advanced procedures used in weed abatement and field turf generation.
  • Principles and practices of budget preparation and administration.
  • Principles of supervision, training, and performance evaluation.
  • Personnel policies and practices.
  • Safety practices and procedures for parks maintenance operations including occupational hazards and standard safety procedures.
  • Pertinent federal, state, and local laws, codes, and regulations.
  • Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.

Additional Requirements

Successful applicant must not have been convicted of any criminal offenses and will undergo a background investigation to determine suitability for the position. May be subject to DMV driving record review as required by amount of work related driving, specified by support responsibilities. Must also be able to perform the job as described in the Physical and Environmental Demands section of this job description.

Supervisory Responsibilities 

Plans, directs, coordinates, and/or reviews the work plan for management, supervisory, professional, and technical staff; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with subordinate managers and staff for planning and evaluation of activities and to identify and resolve problems.

Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
