Health Program Specialist I - Chemical Dependency Professional Job #40

Full time opening in Treatment Services.

Purpose:

Provide chemical dependency counseling and case management services to individuals in the Opioid Treatment Program (OTP). Maintain OTP individual files in compliance with County, State and Federal regulations. Assist in the operation of the Opioid Treatment Program Dispensing Clinic, with a Saturday rotation. This position will also coordinate services with OTP individuals who are currently residing in Spokane County Detention.

  • Provide individual and group counseling services to Opioid Treatment Program (OTP) individuals and their families. Support OTP individuals in setting appropriate goals based on individual needs and assessments.
  • Provide case management services to OTP individuals (to include, but not limited to housing, transportation, CPS, legal concerns, childcare, and other services as needed).
  • Conduct OTP individual assessments and placement referrals to appropriate level of care.
  • Participate in multidisciplinary treatment team meetings, Continuing Care Team meetings, and OTP individual case staffing meetings.
  • Provide oversight of clinic waiting area ensuring a safe environment, supportive of program objectives as needed. Monitor UA/BA’s as needed and assisting with other OTP individual needs.
  • Maintains record keeping systems for OTP individuals through Electronic Health Records (MyEvolv), UA laboratory (Cordant/Sentry), and county contracted systems.
  • Provides Community Education Presentations as requested. Participates in educational offerings to enhance the treatment program
  • Participates in the coordination, preparation and facilitation of the quarterly Individual Appreciation Day, as well as actively engages in the Individual Incentive Program.
  • Acts as liaison with the community physicians, hospitals, health care providers, and social services regarding the needs of Opioid Treatment Program individual’s.
  • Participate in Quality Improvement and Logic Models for program evaluation.
  • Maintain HIPPA a 42 C.F.R. Part 2 Confidentiality.

Minimum Qualifications:

Bachelor's Degree in Alcohol/Drug Studies, Social Work, Psychology or closely related field.
Two year's experience in substance abuse field. Master's degree in counseling or social work can substitute for experience.
Required Licenses/Certifications:

Active license to practice as a Chemical Dependency Professional (CDP) in the State of Washington.

  • Varicella (Chicken Pox)
  • Hepatitis B
  • Influenza

Knowledge, Skills and Abilities:

  • Ability to deal calmly with stressful situations.
  • De-escalation skills.
  • Knowledge of Federal guidelines and State regulations for Opioid Treatment Program.
  • Ability to maintain therapeutic relationship on an ongoing basis.
  • Ability to communicate professionally with external agencies.
  • Working knowledge of Microsoft Office including Word, Excel, and Outlook.

Environmental Factors:

  • Indoors, sedentary with 8 hours/day sitting or standing.
  • Outdoors, with 1 hour/day walking or standing.
  • 2-3 hours/day typing/keyboarding.
  • Ability to work outdoors in various climates (rain, snow, wind, sun, etc.)
  • Ability to navigate client sites (unpaved walkways, stairs, narrow hallways, etc.) on an occasional basis.
  • Communication skills to interact effectively with people.
  • Comprehend and process verbal communication.
  • Ability to discern odors.
  • Visual acuity to read small print.
  • Must be able to bend, twist and stoop, and lift/carry up to 25 lbs. on an occasional basis.
  • Ability to type, file and complete forms with or without accommodation.
  • Ability to maintain composure in stressful situations.
