Summary

Metro Transit’s Capital Division has 2 exciting Special Duty Assignment opportunities available as a Project/Program Manager II and a Project/Program Manager III.   Both positions are within the Division’s recently formed Project Management Office (PMO).  The PMO's work includes establishing and implementing best practices and maintaining standards related to project management, planning, procurement and delivery of the capital program. The PMO is a collaborative team applying and developing standards, guidance, tools, and success metrics.  The primary area of focus for these Special Duty Assignments is the Process Management area, which helps develop, communicate and educate on best practices; apply policies and create standard work; monitor, control and audit performance; and work to continuously improve processes, systems, tools and the corporate knowledge base.  

The PMO Team is tasked with how to "Get Things Built", and the selected candidates should be equally action and outcome oriented.  The selected candidates should see the connection between consistent processes, reliable data, integrated systems, standard work, visual management, continuous improvement, contracted professional services and performance audits as a way to enable the Department to optimize outcomes.

Who may apply and position information:
We are only accepting applications from current Metro Transit Capital Division Career Service employees who have passed their initial King County probationary period.  This recruitment will fill one PPM II and one PPM III.  We anticipate these SDAs to last 12 months, with possible extension.

This recruitment may also be used to create an eligibility pool for future SDA vacancies that occur in these classifications.  The eligibility pool may be valid for up to twelve months, or until exhausted, at the discretion of the hiring authority.

Job Duties

PPM II SDA Duties:

  • Make/modify recommendations for new systems, processes, standards and change.
  • Develop program methodologies, conduct research, apply new tools and concepts.
  • Manage data gathering and apply processes information distribution and dissemination.
  • Monitor scope, schedule and budget of contracted services, and report on progress, issues, and results.
  • Perform data analysis independently or as assigned.
  • Develop and manage databases, and SharePoint libraries.
  • Manage work orders or contracts related to PMO functional needs.
  • Develop work plans for new initiatives.
  • Provide technical expertise to perform research, analysis and prototype new solutions.
  • Work collaboratively with subject matter experts to document and develop best practices.
  • Respond to inquiries related to PMO services, products and activities.
  • Determine and report on visual performance data and make recommendations.
  • Assist in the preparation of regular or ad hoc reporting.
  • Perform other duties and related tasks, as assigned.
PPM III SDA Duties 
  • Make/modify recommendations for new systems, processes, standards, and change
  • Create/modify visual management tools such as dashboards, charts, graphs etc.
  • Develop program methodologies, conduct research, apply new tools and concepts
  • Manage data gathering and develop apply processes for information distribution and dissemination
  • Represent the PMO to others within the Department and Division
  • Conduct and lead technical meetings
  • Coordinate work done by cross-functional teams and contractors
  • Resolve team disputes, build consensus
  • Provide leadership to the program team
  • Develop and provide training on tools and systems for internal staff and external contractors
  • Coordinate review/comments on processes, procedures, standards or systems related to the program
  • Be proactive in conducting outreach, investigations and analyze findings for the purpose of building buy-in, creating clarity of purpose, understanding future needs, and building a positive PMO brand
  • Manage work orders or contracts related to PMO functional needs
  • Make/modify recommendations for changing scope of study
  • Develop project methodology and determine research design
  • Develop program/policy recommendations or issue paper and evaluate program
  • Coordinate work done by team by provide leadership to project team. Coordinate review/comment processes related to project or program.
  • Perform other duties and related tasks, as assigned

Experience, Qualifications, Knowledge, Skills

PPM II SDA Minimum Qualifications:

  • Demonstrated knowledge and experience in a project/program management role or closely related field
  • Familiarity with Data/Information Management, Process Management, or Knowledge Management concepts
  • Demonstrated knowledge of using programs such as MS Word, Excel, Teams, Power BI, SharePoint, Access or other database tools
  • Demonstrated applied knowledge of Project Management techniques and concepts
  • Excellent organizational skills and attention to detail; ability to complete tasks or assignments within specified deadlines
  • Ability to work well and respectfully and establish and maintain effective working relationships with a diverse group of individuals from a variety of different positions and backgrounds
  • Demonstrated ability to apply excellent customer service skills both orally and in writing, including the ability to provide professional and courteous service
  • Experience in developing data management tools and information systems
  • Experience collaborating with business process owners
  • Experience translating user needs into functional solutions 
PPM III SDA Minimum Qualifications:
  • Demonstrated knowledge and experience in project/program management role or closely related field 
  • Experience providing leadership to project team
  • Working Knowledge of Relational Databases and Data Structures
  • Experience working with Enterprise level Information Systems
  • Experience translating user needs into functional solutions
  • Experience designing tools to improve processes and enhance workflows
  • Experience using Power BI, Tableau or other Data Visualization Software
  • Ability to effectively communicate in writing and in person with technical and non-technical personnel
  • Self-Starter with the ability to work well with limited supervision
  • Experience training people on the use of tools and systems
  • Ability to perform data analysis using computer-based tools
  • Strong analytical and problem-solving skills with attention to detail and strong organizational skills
  • Ability to work well and respectfully, establish and maintain effective working relationships with a diverse group of individuals from a variety of different positions and backgrounds
  • Ability to gather, analyze, synthesize and effectively present information
  • Experience working with teams in business needs requirements gathering
  • Experience collaborating with business process owners 
Desired Qualifications for both classifications:
  • Experience with Project Management Institute (PMI) practices and/or hold a certification
  • Specialized training in process improvement and/or hold a certification
  • A bachelor's degree in Project Management, Engineering, Business Administration, Accounting, Mathematics, Statistics, Education, Management Information Systems (MIS) or closely related field
Necessary Special Requirements
Valid Washington State driver's license (or ability to obtain Washington State driver's license upon hire) OR alternate ability to travel to off-site locations.

Selection Process
The letter of interest, resume, and supplemental questionnaire will be screened for qualifications, clarity and completeness.   A selection process will be used to determine the most qualified candidates. This process may include: a review of your letter of interest, resume and answers to the supplemental questionnaire and/or a panel interview.
 
Final offers will be contingent on a record review (personnel file review).  References may also be conducted. Management will make the final selection of candidates to be placed into the special duty assignments.  The SDA will also be dependent on approval by your current supervisor.

Temporary Telecommuting Requirement
The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.  Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.  There will be situations where the employee is required to report to a County worksite.  Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

Specific Salary Ranges:
Project/Program Manager II (non-exempt): $38.69 - 49.02
Project/Program Manager III (exempt): $43.57 - 55.20

Pay for SDA will be in accordance with Personnel Guidelines or selected employee's collective bargaining agreement. 

Work Schedule
The standard work week is within the 8:00 a.m. – 5:00 p.m. Monday through Friday timeframe; however, alternative work schedules will be considered. Occasional work may be required during evenings and weekends.  The PPM II is non-exempt from the provisions of the Fair Labor Standards Act, and is eligible for overtime pay.  The PPM III is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime pay.
