Under general supervision of the Director of the Bureau of Communicable Disease Prevention and Control, provides oversight for and plans, coordinates directs and evaluates Division of Acute Disease Epidemiology (DADE) programs and projects related to foodborne diseases, respiratory diseases, vaccine preventable diseases, viral hepatitis and all other reportable communicable diseases and emerging infectious diseases. Supervises the work of the DADE sections: Epidemiology Practice and Quality Improvement; Special Epidemiology; Medical Consultants and Health Care Associated Infections, Provides consultation to the Bureau and the agency related to communicable disease prevention and control; works in conjunction with internal and external DHEC partners in communicable disease control and response activities. Serves in a leadership role in preparedness and other public health emergency response activities related to communicable disease or disasters. Establishes and monitors performance measures, evaluates activities and makes adjustments to achieve established goals. Collaborates with DHEC regional and central office programs to assure coordinated interdisciplinary agency response (e,g, Environmental Health, Immunization, Health Regulations, Office of General Counsel, Office of Media Relations and Office of Public Health Preparedness). Collaborates and consults with external partners (physicians, hospitals, laboratories) regarding implementation and evaluation of programs and projects and represents the Division at state, regional, and national meetings.

Responsible for preparing and assuring DADE grant deliverables for the federal Epidemiology and Laboratory Capacity grant and monitoring of related contracts, budgets and required reports for DADE. Is responsible for developing and meeting program performance measures in line with agency strategic plans related to Division responsibilities. Knowledge of state and federal laws, rules, and regulations relevant to authority and responsibilities in public health practice. Demonstration of a strong foundation in the basic principles of epidemiology and applied epidemiology through practice and experience training epidemiologists and supervising epidemiologists in applied epi practice including published work in the field; extensive experience in public health disease surveillance, prevention and control, expert in data collection, statistical analysis and interpretation. Experience with writing for federal grant funding and grant management, Strong oral and written communication and presentation skills. Strong interpersonal skills and demonstrated skill working with multiple disciplines, settings and populations.

Minimum and Additional Requirements

State Minimum Requirements: Doctoral degree (PhD in epidemiology, MD, DVM, or DO)and at least six (6) years of experience in a public health setting demonstrating population-based practice applying communicable disease surveillance, prevention and control principles, four (4) years of which must be with progressive experience with public health program management and supervisory responsibility. Expertise in applied epidemiology practice, statistical analysis and data interpretation.

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.
