Summary

Public Health Seattle and King County is looking for a Project/Program Manager (PPMIII) to manage the Comprehensive Opioid Stimulant and Substance Abuse Program (COSSAP) project grant and lead a collaboration between Public Health and internal and external partners to create and facilitate the county’s Overdose Fatality Review process. This position is located at the Medical Examiner’s Office and is part of team that works on Real Time Overdose Surveillance. This work will take a collaborative approach bringing various partners together to identify strategies to reduce preventable overdose deaths. Job Duties

  • Work with internal and external partners to create the Overdose Fatality Review (OFR) process for King County
  • Manage, coordinate, and facilitate Overdose Fatality Review
  • Manage the COSSIP grant to include reporting, billing, and grant adjustments
  • Solicit and review case data from different sources such as the medical examiner, law enforcement, medical records, treatment agencies, and other relevant sources
  • Follow up on actions and strategies identified in the OFRs in collaborations with PHSKC’s policy team
  • Convene, organize and facilitate OFR reviews, and work with the policy team and partners to follow up on implementation of policy, prevention and education opportunities
  • Lead or assist to address community needs and development of policy, systems or environmental changes
  • Ensure compliance with OFR protocols and serve as the technical expert to perform complex research and analysis of preventable overdose death and identify promising and best practices
  • Supervise some members of the overdose surveillance team, including interns

Experience, Qualifications, Knowledge, Skills

REQUIRED EXPERIENCE AND QUALIFICATIONS: 
 

  • Knowledge of equity and social justice principles and practices, and understanding of the effects of place, race and policy and systems-based inequities on communities and populations. 
  • Knowledge of the social determinants of health and drivers of health inequity 
  • Experience working to improve health outcomes  
  • Experience with building and nurturing relationships with partners (i.e. non-profits, governmental agencies, community and faith-based organizations, schools, law enforcement, etc.)
  • Strong public speaking skills, including ability to translate programmatic and/or technical documents for variety of audiences 
  • Knowledge of drug trends and other factors affecting overdose deaths 
  • Ability to multitask and work independently 
  • Strong formal written ability, including ability to write a variety of documents for various audiences
  • Knowledge of research and analysis methods 
  • Understanding of the impacts of trauma and resiliency, to include vicarious/secondary trauma and the need for self-care 
  • Ability to input, track, and analyze data trends 
DESIRED EXPERIENCE:
  • Experience leading the design and implementation of large-scale events 
  • Experience in grant writing, tracking and reporting, 
  • Experience in supervision, especially of student interns 
  • Experience convening diverse partners to gain their commitments, and operationalize those commitments, including implementing services and meeting outcomes 
  • Knowledge of and experience with other relevant agencies and systems in King County (Law Enforcement, Substance Use Treatment, Public health, etc.)

Duration of position:
The work performed in this position is anticipated to last for one (1) year with possibility of extension.

Work Schedule:  The normal work schedule for this position is Monday through Friday, 7:30am-4:00pm with some weekend and evening availability required.  This position is FLSA Exempt and ineligible for overtime pay.

Work Location: These positions will be based at Harborview Medical Center, Medical Examiner’s Office located at 908 Jefferson St., Seattle WA 98104.
