This position is scheduled to work Monday - Friday 4:30 AM - 1:00 PM.

MINIMUM REQUIREMENTS:
High school diploma or equivalent (GED) and two (2) years related experience and/or training in heavy equipment operations and/or mechanical maintenance.  Experience in an airport, aviation or airfield environment is preferred. 

Ability to read, write and speak English fluently to effectively communicate to groups of customers or employees. Must be able to interpret documents such as safety rules, regulations, operating and maintenance instructions and procedure manuals. Must be able to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimal; compute rates, ratio, and percent; and to draw and interpret bar graphs.                              

Must successfully pass criminal background check; employment history verification and obtain and maintain a Secure Identification Display Area (SIDA) Badge.  Must obtain and maintain an airport movement area drivers permit within 30 days from date of hire.

LICENSES, REGISTRATION & CERTIFICATES:

Must possess a valid  Washington  State driver's  license.  Must be trained and certified annually as applicable in Airport Certification Manual (ACM) as required by Federal Aviation Administration.

Job Summary

Under general direction and limited supervision of the Airport Director and Airport Operations and Maintenance Manager, performs technical work in the mechanical and custodial operation of the Yakima Air Terminal to assure all aspects of airfield maintenance are upheld to Federal Aviation Regulations (FAR) and Yakima Air Terminal (YAT) standards.  Responsibilities include but are not limited to the performance, operation, maintenance and repairs of electrical equipment, cooling and heating equipment, restroom facilities, and landscaped areas.

Essential Functions

Performs annual training including Airport Certification Manual (ACM) standards, markings, signs, ground vehicle operations, Notice to Airmen (NOTAM), winter safety and operations, airport safety, self inspections, fuel handling, hazardous wildlife attractions and wildlife control. Employee is responsible for knowing, understanding and being able to take action on these topics in order to keep the airport in FAR 139 compliance.

Performs maintenance duties: including vegetation management within the Air Operations Area/landside mowing, weeding, tree/grass trimming, spraying grass to assure all aspects of the airfield meet stringent FAR's while assuring the airport looks aesthetically appealing.

Operates following equipment but not limited to: snowplows, snow brooms, snow blower, case loader with multiple attachments, mobile sweeper, air blast sweeper, backhoe, forklift, boom truck, tractors, chipper, air stairs, Line Lazer striper and city bus for tours. Employee will also maintain the airport rescue and firefighting (A.R.F.F.) vehicles located at the airport fire department and the airport vehicles. Regularly scheduled maintenance for these vehicles would include lube, oil, and filter. Other repairs range from brakes to starters from water pumps to rear  main seals.

Employee performs airside painting to maintain all paint on the airfield as need and required by the FAA. All painting projects must follow stringent guild lines per the FAA' s Advisory Circulars which include the following areas: runways, taxiways, intersections, ramps and service roads. Other areas that may require painting are building interior, exterior, parking lots and main terminal circle drive.

Performs general maintenance on the airfield to include perimeter fences, manual and hydraulic gates, signs and the airport's controlled access system.

Maintains airport electrical systems for all airport owned buildings and equipment.  These areas include repairing or replacing airfield lighting bulbs, fixtures, outlets, switches, transformers, wires, regulators, streetlights in parking lot and circle drive, baggage belt, baggage doors, sprinkler system controls, and reader board sign.  Employee will also maintain airfield's back-up generator system.

Coordinates wildlife control on the airport through various methods including non-lethal dispersal, vehicle sirens, bird bangers and environmental changes. Lethal dispersal is required when wildlife hazards become a high risk. Maintain written or electronic records of all wildlife activity on airport property and surrounding areas.

Performs snow removal functions when required by the airport's Snow and Ice Control Plan. Employees use various pieces of equipment to maintain safe standards on the airfield. Employee may be on call 24/7 during winter months to perform these duties.

Assists in various forms of aircraft diverts which include marshaling, parking aircraft and passenger assistance with small/large aircraft.

Performs  building  maintenance  for airport  owned buildings and property  which  includes but is not limited to:  custodial and cleaning duties, roof  repair, HVAC  systems, plumbing,  electrical, security  access control  system  and any form of carpentry work that  can be accomplished in house.

Employee is responsible for inventory of parts listing form nuts & bolts to filters, light bulbs, oils, fuel, etc.

Performs various functions of fabrication of metals which include cut, weld, heat, drill, bend, and twist metal to make repairs and parts for equipment. Airport owned signs may be developed through maintenance department which consists of metal bending and cutting equipment. Repair and manufacture many wood products with the saws and drills.

Keeps records on all the equipment and training accomplished per the FAA. Some record keeping measures include but not limited to mileage, fuel usage, oil changes and repairs.

Escorts personnel and inspect products with vendors within the sterile area in accordance to the airport’s Airport Security Plan.

Performs inside building maintenance such as but not limited to carpet shampoo/cleaning, sweeping and mopping floors, stripping and waxing tile floors, removal of trash inside terminal building and leasehold areas, window cleaning, replace lights, fixtures, ballasts, ceiling tiles, terminal doors and repairs, painting, wall/plaster repairs.

Requires regular and reliable attendance.

Performs other related duties as assigned.

Knowledge of: basic trade practices used in repairing or maintaining building equipment and facilities; various types of hand and power tools; the operation and general maintenance of heating and cooling equipment. Knowledge of locksmithing and related security systems desirable.  FAA regulations and Advisory Ciculars applicable to airport operations and maintenance.
 
Ability to: maintain records and prepare reports; meet and work with other City employees and the general public in a courteous and tactful manner; communicate effectively; maintains and provides minor repair on grounds keeping equipment; and troubleshoot various types of mechanical and/or electrical equipment failures and facility problems.

PHYSICAL DEMANDS:

Work may be performed while sitting at a desk or computer terminal for periods of time. Work involves using hands to handle, feel or operate objects, or controls and reaching with hands and arms. Work requires frequent walking, standing and sitting for excessive periods. Frequent bending/twisting at knees/waist/neck while performing related activities. Occasional kneeling/crouching/crawling while working in confined spaces and awkward positions. The employee must regularly  lift and/or move up to  15 pounds, frequently  lift and/or move up to 25 pounds and on rare occasions may be required to lift heavier weight with the assistance of others or mechanical devices up to 100 pounds. Occasionally ascends/descends stairs while maintaining balance. Constant use of all senses including feeling/talking/hearing/seeing while performing duties and while communicating with co-workers, general public and completing all tasks as assigned. May work alone, with others or in noisy work area. May work outside with all weather extremes, and may be exposed to dust, dirt, water, unpleasant odors, raw sewage, waterborne diseases and toxic and combustible gases. Specific vision abilities required  by  this job  include close vision,  distance  vision , color vision, peripheral vision, depth  perception and ability to adjust focus and to distinguish colors.  Must be able to maintain long-term and short-term memory. UNUSUAL WORKING CONDITIONS:

The employee is frequently exposed to wet and/or humid conditions; moving mechanical parts; fumes or airborne particles; toxic, acidic or caustic chemicals and gases; outside weather conditions and extreme cold. The employee is occasionally exposed to high, precarious places; extreme heat and risk of electrical shock and various types of wildlife. The noise level in the work environment is usually very loud.  May be exposed to raw sewage and potential exposure to waterborne diseases,  May be called out at night or on weekends to resolve problems at facility.  Employee may need to respond to assist in emergency situations involving aircraft or vehicle incidents/accidents.
