These positions will be part of the Capital Strike Team of the River and Floodplain Management Section within the Water and Land Resources Division.  The Capital Strike Team is a team of river engineers, scientists and planners tasked with designing and implementing river and floodplain management projects on behalf of the King County Flood Control District.  

PRIMARY JOB DUTIES:

• Provide engineering assistance to multidisciplinary project teams by conducting engineering and technical analyzes involving open channel hydraulics, floodplain and river conditions, flooding, river hazards and project design.
 
• Assist with preparation of design documents including plans, specifications, estimates (costs, quantities, and schedules) and scopes of work.
 
• Support project management activities including project scopes of work, schedules, budgets and contract requirements during design, procurement and implementation phases.
 
• Assist with preparation of environmental documents and permit applications.
 
• Assist with field investigations and assessments for flood facilities, such as gathering engineering and related information necessary for damage repair of levees and revetments, including condition assessments, field survey and spatial data collection.
 
• Participate in flood warning and emergency response programs and activities, including investigating known problem-sites, evaluating debris jams, documenting flood damages, and developing recommendations for flood response actions. 
 

• Bachelor of Science in civil engineering, environmental engineering, water resources, or closely related field, and/or equivalent combination of education and project work that provide the necessary knowledge, skills, and abilities to perform the duties described in this job announcement. 
 
• Ability to collaboratively and work with multidisciplinary staff with diverse professional backgrounds and participate with perseverance, patience, and humor in high-paced projects with overlapping deadlines.
 
• Demonstrated experience working successfully in interdisciplinary technical teams in a high performance, collaborative team environment.
 
• Ability to exercise proper tact and judgment in the field and in the office, to work safely and effectively outdoors under adverse conditions. 
 
• Demonstrated ability to write and communicate clearly and effectively on technical issues with people of varying technical backgrounds and understanding.
 
• Some experience and skills conducting site reconnaissance, collecting land and in-water survey data, taking field notes, and/or transforming field data using survey calculations, including the knowledge and use of GPS field equipment, data dictionaries and software.
 
• Some experience and proficiency with data file management and drafting techniques using manual methods or software such as AutoCAD Civil 3D or Arc GIS.
 
 

DESIRABLE KNOWLEDGE, SKILLS & ABILITIES:
 
• Certification as an Engineer-In-Training.
 
• Design and/or construction management experience in the disciplines of open channel hydraulics, river mechanics, and/or floodplain management.
 
• Knowledge, understanding and experience with application of hydrologic and open channel hydraulic principles and geomorphic processes.
 
• Experience:
 
o Responding to emergency situations such as post-flood disaster response actions, and knowledge and experience working in river and floodplain conditions.
 
o Conducting field investigations, such as evaluating river conditions, and assessing flood hazard problems and needs in a river-scale setting.
 
o Developing, applying and using contemporary hydrologic and hydraulic computer modeling applications, including HEC-RAS.  
 
WORK ENVIRONMENT: Work is primarily performed in an office environment, with occasional time spent performing field site inspections. Participation in flood warning and emergency response programs and activities typically involve short-term work in excess of 12 hours per day and during all hours of the day that may include evenings, weekends and holidays. Heavy workloads, deadline pressure and interruptions due to changing priorities are not uncommon.
 
PHYSICAL REQUIREMENTS: 
Ability to complete Swiftwater Safety training course within 6 months of employment.
 
NECESSARY SPECIAL REQUIREMENTS: A valid Washington State Driver's License or the ability to travel throughout the County in a timely manner. A final offer of employment will be contingent upon successfully passing a pre-employment physical examination. 
 
WORK SCHEDULE: This position works a 40 hour work week, Monday through Friday. This position is overtime eligible.
