NATURE OF WORK
 
This classification involves responsible civil engineering work involving the various engineering duties related to plan review and permitting of Utility Projects, land development projects, and municipal engineering with the City of Sunrise's Utility Service Area.

An employee in this classification provides technical and administrative support for various engineering functions and participates in a variety of engineering assignments.  The position requires some degree of technical knowledge and ability in applying principles of engineering and in coordinating efforts to assist in proper permitting.  Responsibilities include the preparation or review of engineering design plans and specifications, permitting, calculations, hydraulic modeling, or other engineering analysis required for the development of the design to the construction phase under the supervision of the Engineering Manage. Additional responsibilities include technical support for Utility Department field staff, coordination with City staff, public agencies, consultants, contractors, and vendors. Work is reviewed through personal conferences, achievements of stated expectations, goals and objectives, performance measures and adherence to City and departmental practices and policies.

Examples of Duties


ILLUSTRATIVE TASKS
 
  • Some knowledge of the principles and practices of civil engineering, with particular emphasis on water, wastewater and stormwater utility design and permitting, roadway and sidewalk improvements, signing and marking, traffic calming, and ADA compliance.
  • Some knowledge of personal computers, including word processing, spreadsheet preparation and use, reporting, hydraulic modeling, database management and design drafting with use of AutoCAD, and knowledge or use of ArcGIS.
  • Some knowledge of Federal, State, County, and local laws, ordinances, standards, and regulations pertinent to design, construction, and sustaining regulatory compliance pertaining to   infrastructure improvements, water, wastewater, and stormwater operations.
  • Ability to perform detail-oriented work involving written and numerical data and perform mathematical calculations accurately and incorporate these into final design contract documents.
  • Ability to design, read and interpret engineering plans and specifications and assist with project progression.
  • Ability to analyze moderate to complex civil engineering plans and make the necessary changes to improve or resolve problems and draw sound conclusions.
  • Ability to communicate clearly, both orally and in writing.
  • Ability to establish and maintain effective working relationships with City employees, consultants, contractors, vendors, other public agencies, and the general public.
  • Interacts and communicates with various groups and individuals such as City department directors and employees, Broward County and State regulatory officials and the general public.
 
  • Represents the Engineering Section of the Utilities Department at various meetings and advisory boards.
 
  •  Performs related work as required.

Requirements


EDUCATION
 
  • Graduation from an accredited college or university with a Bachelor's degree in engineering, preferably Civil Engineering.
  • PROOF OF THE HIGHEST LEVEL OF COMPLETED EDUCATION MUST BE SUBMITTED AS AN ATTACHMENT WITH APPLICATION. (Applications without attached proof of education will not be processed for consideration.)
 
EXPERIENCE AND TRAINING
 
  • Minimum one (1) year of experience involving engineering applications. 
  • Experience with AutoCAD and knowledge or use of ArcGIS is preferable.
 
NECESSARY SPECIAL QUALIFICATIONS
 
  • Certification as an Engineer Intern or Engineer-in-Training required.
  • Possession of valid Florida driver's license with an acceptable driving record. 


PHYSICAL REQUIREMENTS:

Work Environment
  • Duties are general performed in a standard office environment with minimal exposure to adverse environmental conditions. May be required to occasionally on work evenings, weekends or holidays.
 
Physical
  • On occasion, will be required to do field work associated with projects; duties may require exposure to the environment and physical exertion. Testing and routine assignments may require exposure to pressurized piping and electrical/electronic equipment and involve some lifting, carrying, pushing and/or pulling of objects and materials up to twenty (20) pounds. Descending and climbing stairways and extended periods of sitting or standing observation may be required during field activities.
Sensory
  • Must possess the ability to perceive and differentiate visual cues or signals. Tasks require the ability to communicate orally and in writing.

Annual Leave
Annual leave may be taken as earned. Maximum accumulation each fiscal year is 360 hours. At time of resignation or retirement, employee is paid for all annual leave accrued at their current rate of pay. Annual leave is accrued based on continuous, full-time service with the City, as follows:

Annual Leave Cashout
Employee can opt to receive a one-time per year non-pensionable cash payment for up to forty (40) hours of annual leave, provided accrued annual leave bank does not fall below eighty (80) hours.
 
Sick Leave
Each employee earns (96) hours (12 days) of sick leave annually with no waiting period for use and maximum accrual of 1,440 hours. Upon separation of City employment due to resignation, employee shall receive payment of all accrued sick leave at a rate of twenty-five percent (25%) of the employee's current rate of pay at time of resignation. Upon separation of employment due to retirement, employee shall receive payment of all accrued sick leave at a rate of fifty percent (50%) of the employee's current rate of pay at the time of retirement.
 
Perfect Attendance
For every six (6) months period (April 1 - September 30) and (October 1 - March 31) in which, no sick or unpaid leave is utilized, an employee shall receive 10 hours of annual leave credited. Employees who qualify for a consecutive Perfect Attendance benefit shall receive 14 hours of annual leave credited for each applicable consecutive earning period.

Bereavement
Qualifying City-paid Bereavement Leave as follows:

Floating Holidays
Upon completion of (26) weeks of full-time employment with the City, employee shall be entitled to utilize up to five (5) floating holidays per fiscal year. Floating holidays shall not carry over to the next fiscal year.
 
Longevity
Based on successful completion of full-time, continuous service with the City, employee shall receive the following:

Tuition Reimbursement
After (2) two years of full time employment
  • 100% reimbursement for a grade of A or B

Credit Union

Retirement:
  • Employee Contribution = 8%
  • Vesting = 10 Years
  • Average Final Compensation (AFC) = 2.5% of pensionable earnings for each year of creditable service
  • Maximum Benefit = 80% of AFC, not to exceed $80,000.
  • Normal Retirement = Age 62 and ten (10) years of creditable service.
  • Early Retirement = Age 57 and ten (10) years of creditable service, 3% annual reduction for each year prior to normal retirement age. 
  • 13th check based on monthly retirement, payable if the pension plan funding status is equal to or greater than 100%. Paid in December each year following retirement.
  • Deferred Retirement Option Plan (DROP) = 4 years/48 months maximum.
  • DROP Interest Rate = 4%, compounded annually.
 
City-Paid Medical Benefits
  • Group Health Insurance: The City pays for 100% of the cost for single coverage for full-time employees and 66.66% of cost for Dependent/Family Coverage. Upon retirement and separation from City employment, employee receives a monthly stipend of $350 per month, applicable toward retiree health coverage.
  • Life Insurance: $50,000
  • Accidental Death & Dismemberment (AD&D): $50,000
  • Eye Care Reimbursement – Up to $250 every two (2) fiscal years (Employee only)
