Program Manager (ABLE)

Applications are being accepted for the full-time Program Manager in the Adult Basic Literacy Education (ABLE) program at GECAC.

Qualified applicants will provide leadership, supervise and oversee staff and operations of the ABLE program. Plans, develops, and implements annual operations and financial plans in line with Division & Agency priorities, funding source guidelines and resources available. Monitors specific goals and overall delivery system & resource utilization to ensure program compliance. Prepares reports for internal requirements and for all funding sources as well as enforcing program guidelines. Oversees monitoring of program budget with Budget Analyst and Division Manager. The ideal candidate will also set priorities & organizes staff workload to provide required program services. Assists staff with analyzing client needs and problems and identifying appropriate methods and resources for the resolution of the situation.

Requires Bachelor's Degree in Education or related field, combined with supervisory experience and three to five years of directly related work experience in adult education or training, workforce development, or related field; or other equivalent & acceptable combination of education & experience. Master's Degree in education or related certifications may be applied toward two of the three years of required related experience. Must be people-oriented with good human relations skills. Must display a proven ability to plan and organize, and be able to work independently with minimal supervision. Requires good verbal & written communication and assessment skills. Must have the ability to work with diverse groups, internal and external.

Additionally, all candidates must be willing and able to work a flexible schedule; have a valid PA driver's license and full-time access to reliable, private transportation; maintain appropriate auto insurance coverage as required as per agency policy; meet immigration law requirements, Must have Act 33, 34 and FBI clearances issued within past 5 years and must be updated every 60 months to maintain employment. Must be proficient in using Agency computer software, including Microsoft Word, Excel PowerPoint and programmatic and agency databases.

Salary Range: $20.21/hour - $27.50/hour based on experience.
