Summary

In June of 2020 King County declared that racism is a Public Health crisis.  
 
This position will work to identify systematic polices and actions that prevent the African Immigrant community from accessing health care services, oral and mental health services. In addition, this position will enroll the uninsured into health insurance and help them access health care and review how polices and rules adversely effect access to services and work to eliminate those barriers.   They will coordinate with other departments and teams serving the African Immigrant community within Public Health and King County government, and develop relationships with State, County and City agencies that create and implemental rules and policies on health insurance, health care access, oral services, and behavioral health services.   This includes but not limited to the Department of Social & Health Services, Health Care Authority, City of Seattle, and Washington Health Benefit Exchange.
 
The selected candidate must be a Certified Health Insurance Navigator.

Job Duties

  • Managing community-based contacts and budget for projects related to the African Immigrant community 
  • Reviewing data from the African Immigrant community regarding access to health care services and creating systems to improve access to care. 
  • Coordination of community-based health care access trainings to agencies servicing the African Immigrant community.
  • Developing listening sessions or focus groups in the African Immigrant community to determine the barriers in accessing health care services.  Which includes identifying systemic racism that prevents residents from accessing service.  
  • Listening to the voices of the community and implementing strategies developed by the community.  
  • Enrolling residents from the African Immigrant community into health insurance and helping them access health care services.
  • Setting up screenings for African Immigrant residents who are eligible for the King County Adult Dental Program and the Breast Cervical Colon Health Program. 
  • Serve on inter-jurisdictional committees and task force.
  • Respond to inquiries related to program or project.
  • Serve as the public information or public involvement specialist for the program.
  • Develop program recommendations.
  • Ability to travel in a timely manner within King County to locations that may have limited access to public transportation. 
  • Perform other duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • Prior experience developing health care access programs in the African Immigrant community.
  • Prior experience coordinating and facilitating health fairs and health care services in the community.
  • Prior experience facilitating focus groups or listening sessions.
  • Knowledge of the King County Adult Dental program & the Breast Cervical Colon Health Program.
  • Must be a Washington State Health Insurance Navigator.
  • Must be skilled at coordinating projects with multiple teams and departments.
  • Previous experience conducting health insurance trainings to community-based organizations.
  • Strong knowledge of the Washington State health care laws for immigrants living in King County.  
  • Written and oral communications skills
  • Analytical and problem-solving skills
  • Skill in working effectively as a team member to coordinate accomplishment of specific tasks
Required License/Certification:
Must be a certified Health Insurance Navigator.

 Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.  Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.  There will be situations where the employee is required to report to a County worksite.  Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

Work schedule: This position’s schedule will vary to meet community and program needs. The incumbent in this position will be required to work evenings and weekends for community outreach events and to meet program needs. This position is subject to the Fair Labor Standards Act and is overtime eligible.
