 SCOPE OF ROLE:

Reporting to the Chief Clinical Officer, the Chief Medical Officer (CMO) serves on the Chief Clinical Officer’s senior clinical leadership team and is responsible for providing leadership and oversight of all medical providers at Signature Health, Inc., supporting the current medical leadership team, and identifying, recruiting and developing future providers and medical leaders to ensure sustainable delivery of quality care. The CMO will provide strategic leadership to prepare and position Signature Health clinicians for value-based reimbursement systems and population health management.  The CMO will provide valuable direction, oversight and support in all healthcare quality and safety measures and initiatives and will set all medical team goals and directions for the organization.  As the liaison between medical staff and the organization as a whole, the CMO must be able to spearhead necessary culture changes. Utilizing strong interpersonal and communication skills, the CMO must frequently act as a champion of new patterns of physician/provider behavior and lead physicians/providers through change. The CMO will be a beacon of trust in organization, and demonstrate honesty and integrity while upholding Signature Health’s mission to become the most respected integrated healthcare organization in the country.

As a critical member of the senior clinical leadership team, the CMO also contributes to the strategic initiatives of the organization, identifying possible new service lines and program growth and development, as well as practice or service line acquisitions. The CMO must have a strong working understanding of metrics and medical analytics.

HOW YOU’LL SUCCEED:

  • Demonstrate high-caliber management, leadership, and executive capabilities through collaboration and welcome participation as a vital member of a cohesive, team-based senior leadership team. 
  • Ensure alignment between clinical leadership and strategic priorities with a focus on population health.
  • Promote and safeguard safe, effective, timely, equitable, efficient, patient-centered, integrated medical care. 
  • Establish, monitor and improve the standards of care through performance benchmarks and goals for the medical providers and teams.
  • Recommend strategies to enhance clinical performance, effectiveness, efficiencies, productivity and compliance.
  • With the senior clinical leadership team, serve as a champion for the implementation of Team-Based Care.
  • Actively review evidence-based practice standards and health care advances and, as appropriate, develop, incorporate and monitor such standards and advances into the medical practices.
  • Provide clinical leadership and direction to Signature Health’s lab and pharmacy operations.
  • Actively participate in Signature Health’s clinical quality program, ensuring that it includes appropriate monitoring of medical care delivered within the institution.
  • Monitor concerns involving patient safety, quality of care, infection control, risk management and patient services, participating in all initiatives addressing such concerns, especially those related to provider issues.
  • Provide medical leadership and guidance for the Occupational Health department as well as related policies and procedures.
  • Oversee the quality of provider performance and patient satisfaction by setting expectations, defining targets and scoring guidelines.
  • Responsible for setting clinical measure targets and measuring progress towards achieving targets.
  • Responsible for developing and updating relevant clinical policies and procedures with input from relevant staff including medical providers; ensure their distribution and awareness among clinical staff.
  • Contribute to development of organization’s emergency preparedness plan and directs emergency response team. Carry out special emergency assignments as needed.
  • Oversee a robust medical staff peer review and credentialing process that fairly and promptly addresses provider behavioral issues, quality of care, and patient safety and service.
  • Assist in developing health care plans and review of program requirements, and recommend changes when necessary.
  • Collaborate with IT to ensure the electronic health records system (EHR) meets patient care objectives and enhances staff productivity.
  • Collaborate with the SH Compliance Officer regarding provider issues involving regulatory compliance.
  • Collaborate with Chief Financial Officer in developing annual budget, monitoring productivity against budgeted targets, and preparing annual UDS report for submission to HRSA.
  • Work with leadership team and nursing staff to obtain and then maintain health center Patient Centered Medical Home (PCMH) certification.
  • Report to the Board and its subcommittees on a regular basis regarding clinical quality and medical services.
  • Serve as an internal and external thought leader, serving as a clinical contact for internal and external partners. Build, develop and maintain essential partnerships, including those with appropriate specialists, sub-specialists and related services.
  • Maintain affiliation with professional groups, medical associations, and medical organizations, and represents the FQHC in meetings of these associations and organizations.
  • Oversee medical provider recruitment, on-boarding and orientation in collaboration with Human Resources and Medical Directors.
  • Manage Medical Directors, and through them, oversee the supervision of all other medical staff including professional development, provider documentation, performance evaluation, and quality oversight.
  • Executive oversight of provider coverage at all clinical sites, as well as after-hours telephone coverage.
  • Ensure timely completion of provider performance appraisals, peer review and credentialing.
  • Provide direction and establish priorities for clinical training and education, as well as the establishment of any student training or residency/fellowship programs.
  • Manage provider education programs and patient health education activities. Teach and educate, coach and counsel providers, provide strong mentorship.
  • Report any discrepancies, irregularities, and/or violations involving clinical care, administrative procedure, billing issues or other SH protocols to the appropriate personnel.
  • Provide direct patient care in the manner outlined for all Signature Health providers, up to 20% of their time.
  • Know, understand, incorporate, and demonstrate the mission, vision, and values of Signature Health in leadership behaviors, practices, and decisions.
  • Participate in miscellaneous duties that may be assigned from time to time.
  • Under the direction of the CCO, the CMO will be accountable for making all necessary decisions and overseeing the medical operations of Signature Health, ensuring that staff are delivering, and patients are receiving the highest quality of care possible in a manner that supports the company's mission and strategic vision.  

KNOWLEDGE & EXPERIENCE:

  • Work experience as a Chief Medical Officer or other similar role in medical leadership for at least three years. 
  • Practicing as a physician for at least 10 years. 
  • Must be a graduate of an accredited residency program in family medicine, internal medicine, internal medicine/pediatrics, gerontology or psychiatry.
  • Must be Board Certified in Family Medicine, Internal Medicine, Pediatrics or Psychiatry.
  • Must have current Ohio medical license. 
  • Active DEA license.
  • Experience in Federally Qualified Health Center (FQHC) preferred.
  • Solid knowledge of PCMH accreditation processes.
  • Solid knowledge of the UDS report, HEDIS measures, and Meaningful Use.
  • Knowledge and ability to use and retrieve reports from an Electronic Medical Record (EMR) system.
  • Demonstrated interest in improving healthcare of Signature Health’s predominantly low-income and culturally diverse patient population.
  • In depth knowledge of all HR functions. 
  • Excellent leadership and personnel management skills. 
  • Demonstrate strong interpersonal, verbal/written communication, delegation and problem-solving skills. 
  • Strong intellectual capital, excellent business judgement and strong emotional intelligence.
  • Ability to assess issues, challenges, and topics quickly with a track record of getting up to speed and adding immediate value to new situations and initiatives.

WORKING CONDITIONS:

  • Requires extended periods of standing, walking or sitting.

  • Dexterity sufficient to operate a PC and other office equipment.
