The Department of Housing and Community Development's Headquarters Office is located in Prince George's County across from the New Carrollton Metro stop.
POSITION DUTIES
This position will manage the highly complex recruitment, documentation, coordination and tracking of the lender and realtor partners, as well as the development of tools and resources for that purpose. The incumbent will function at an advanced level to develop, evaluate, and assess the diverse requirements of this partnership growth, in coordination with the supervisor. A comprehensive program will be established to include innovative channels and opportunities for partnerships with key stakeholders across the State—lenders, realtors, counseling agencies, employers, community groups, and more.
To fulfill these needs, the incumbent will direct and gather data, assemble information, prepare and disseminate informational materials for the Department. The incumbent will assess and monitor performance and reporting results, and act to manage performance issues. The incumbent will serve as a primary contact for key partners to identify and meet housing program needs.
This position relates to the mission of the agency by helping low and moderate-income Maryland residents find good housing resources, thereby increasing the percentage of low and moderate-income Maryland households who live in decent housing; including sustaining homeownership.
MINIMUM QUALIFICATIONS
Education: A bachelor’s degree from an accredited college or university in urban planning, financial management, business or public administration, political science, economic, marketing, management science or a related field.
Experience: Three years of community assistance experience in residential or commercial real estate development, governmental housing, community development or infrastructure development programs, including market research, planning, financial management, loan or grant program administration, capital projects or project development.
Notes:
1. Candidates may substitute additional experience on a year-for-year basis for the required education.
2. Candidates may substitute graduate credit hours in urban planning, financial management, business or public administration, political science, economics, marketing, management science or a closely related field on a year-for-year basis for up to two years of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Business and Industry job family or Business and Industry job codes in the on a year-for-year basis for the required education and experience.

EXAMINATION PROCESS
BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
