EMS Continuing Education Administrator Lucas County

GENERAL SUMMARY: Under direction of the Emergency Services Director and Medical Director, responsible for paramedic ALS continuing education program design, curriculum development, training delivery, student records, examinations, program statistical data collection and quality assurance of Paramedics performing protocols correctly. Assist Medical Director with medical protocol development. Participate in quality improvement as a component of measuring training quality and needs.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Assists in designing the format for the paramedic continuing education instructional program including the optimum method of delivery for specific subject data and developing alternative instructional delivery options. Develop course offering, in conjunction with the Medical Director, which meets or exceeds requirements for State of Ohio licensure and National Registry EMT-P certification. Develops instructional program based on quality assurance review of Paramedic protocol performance in the field and through review of patient care reports. Create course materials including goals, objectives, handouts and examination questions for each presentation. Submit materials for approval to Medical Director 90 days prior to first class offering in each topic session. Schedule classes and instructor support as required, verify and maintain attendance records in accordance with attendance policies. Notify Lucas County Fire Chiefs and Medical Director of Lucas County EMS Medication Licensed paramedics who do not attend or fail to successfully complete CE. Serve as primary program instructor for CE sessions. Develop, administer and supervise remediation sessions as needed. Coordinate with Lucas County Fire Chiefs and elected officials as it pertains to continuing education. 

In conjunction with Information Services, develop CE program intranet and web site for information sharing/scheduling. Attend EMS Policy Board committee meetings as necessary to address CE related issues. May utilize electronic equipment and test analysis software for exam grading, test validity and statistical analysis. Utilizes statistical data to generate presentation material. Maintains necessary records/data on CE participants as required to support state and national certification requirements. Maintains necessary records/data on assistant instructors to insure they have the necessary qualifications to instruct specific training sessions and that they provide professional and quality instruction. Maintain appropriate instructional time for compensation records.

KNOWLEDGE, SKILLS & ABILITIES: Knowledge of word processing, Excel, Power Point and remote learning software. Knowledge of EMS medical terminology and equipment related to the delivery of pre-hospital EMS care. Knowledge of practices, procedures and methods used in the operation of medical transportation units. Knowledge of pre-hospital emergency medical procedures, equipment and vehicles. Knowledge of effective instruction techniques. Knowledge of federal, state and local laws, regulations, policies, procedures and protocols related to the delivery of EMS. Knowledge of Ohio Board of Pharmacy rules and requirements. Knowledge of HIPAA. Ability to define and analyze problems, identify and recommend alternative solutions. Ability to direct group discussions. Ability to prepare and present clear and concise oral reports and presentations. Ability to develop, implement and evaluate continuing education. Ability to understand, interpret and apply provisions of federal, state and local laws, rules, regulations, and standards related to emergency care, medical transportation, equipment and vehicles. Continuing Education Program Administrator Position Description Page 3 Ability to communicate effectively in situations requiring diplomacy, tact, and persuasion, and establish and maintain effective working relationships with service providers, peers and community groups.

MINIMUM QUALIFICATIONS: These are not to be construed as exclusive or all-inclusive, recognizing that this is a high medical technology position subject to continuously changing equipment and knowledge base. Other knowledge, skills and abilities may be required/learned as medical technology changes. Nationally Registered and Ohio Certified Paramedic with pre-hospital experience. Ohio licensed paramedic instructor, ACLS Instructor and BLS Instructor. Minimum six (6) years' experience as a paramedic or medical professional equivalent to or higher than a paramedic and four (4) years as a paramedic or equivalent level instructor. Valid driver's licenses and insurable under Lucas County's vehicle insurance requirements. Special Requirements: Pre-employment screening required including employment reference, criminal background check, fingerprints and possibly pre-employment testing. This position is regularly exposed to sensitive information and the incumbent is expected to keep any such information strictly confidential. Must possess a valid driver's license.

WORKING CONDITIONS: Normal medical training center environment. Some work may be performed in the field inside fire stations or outside in emergency vehicles/facilities. Must be capable of lifting up to 50 lbs. Requires flexible working hours, some routine local travel and some out-of-town travel may be involved.
