The Solid Waste Division (SWD), Recycling and Environmental Services Section (RES) is recruiting for a skilled, enthusiastic, and dedicated Construction and Demolition (C&D) Waste Enforcement Lead (Health and Environmental Investigator III classification). The position plays a critical role in the C&D Program, providing guidance, education, and enforcement on C&D recycling and waste handling regulations to facility operators, contractors, and other stakeholders who generate and manage construction and demolition waste. Under the direction of the program supervisor, the enforcement lead will oversee recycling and waste management requirements mandated by King County code (Title 10.30) and written agreements with designated recycling and disposal facilities. The responsibilities for this position focus on regulatory oversight of solid waste handling facilities, confirming construction and demolition waste is sent to designated recycling and disposal facilities, interpreting technical requirements and ensuring compliance with regulations and written agreements, and outreach and education on C&D waste handling requirements among the regulated community and partners.

Work Schedule: This full-time Career Service position works a 40-hour workweek, Monday through Friday. A county vehicle will be provided. This position is exempt from FLSA provisions and is not overtime-eligible.

Solid Waste Division Profile: The Solid Waste Division’s (SWD) core business is to operate the solid waste transfer, disposal, and recycling services for residents and businesses in all of King County, except for Seattle and Milton. The division also provides regulatory oversight of Construction and Demolition (C&D) debris management within its service area. The primary objectives of the division are Zero Waste of Resources and proper disposal of waste. In addition, the division manages the countywide green building program (GreenTools) which promotes resiliency in the built environment, both internally with County operations and externally with King County cities and building industry stakeholders.
SWD’s service area has a population of about 1.5 million, or approximately 70 percent of King County’s population. Construction activity in the service area generates approximately 900,000 tons of debris per year.
