Metro Transit's Contracted Services Section is hiring 1 Special Duty Assignment for a Transportation Planner III that is expected to last 12 months and may be extended. This position will oversee delivery of critical Access paratransit change projects and programs that will strategically position Metro and the Access paratransit service for the future. The successful candidate will immediately begin providing oversight and direction for a contractor selected to provide analysis and recommendations; provide project management of KC internal teams as well as the contractor; and provide recommendation packages and briefing materials for upper management, executive and council members. Metro Transit's Contracted Services Section delivers services that complement Metro's fixed-route network and is comprised of three work groups:
  • Mobility Services provides a wide range of successful existing and innovative pilot programs to enhance mobility for the general community as well as special-needs communities.
  • Access Paratransit provides paratransit services who are not able to use the fixed-route system as required by the Americans with Disabilities Act. The group manages the Disabilities Act certification process for Access riders and provides necessary customer service to ensure equitable access to our services. The group also focuses on long-term strategic planning, technology, and performance management of the program; and is responsible for the management of the Access Paratransit contract.
  • Finance and Performance provides critical budget, accounting, finance and performance support for services across the section.

Job Duties

As a Transportation Planner III (SDA), you will also:
  • Support Contracted Service Section, Access Paratransit workgroup including strategy, design, implementation, monitoring, reporting, and communications on all applicable programs, projects, and tools.
  • Provide analysis and recommendations for improving programs, including analysis of key performance indicators and standard operating procedures.
  • Develop projects and planning tools that assist project teams and contractors meet program needs.
  • Coordinate with internal and external stakeholders on projects and program development and implementation.
  • Lead, attend, participate and/or contribute to work teams, core planning team, implementation team(s), individual project teams and committees as appropriate to include preparing content, materials and information graphics for program briefings and updates as needed.
  • Assist with short and long-range planning, analysis and program evaluation activities on programs and projects assigned.
  • Draft decision packages and briefing materials for upper management, executive and council members.
  • Represent Contracted Services Section and Metro in a wide range of settings including advisory groups, project meetings, and executive leadership meetings.
  • Work collaboratively with a diverse group of individuals from a variety of different positions and backgrounds.
  • Demonstrate a commitment to equity, social justice, and sustainability.
  • Perform other duties as assigned.
Experience, Qualifications, Knowledge, Skills

We are looking for candidates that meet the following minimum qualifications:
Bachelor's Degree in Transportation Management, Planning (Land Use, Urban, Regional, Transportation, Environmental), Business, Public Administration, Economics, Technology or related field and work experience in urban or transportation planning, shared mobility, demand management OR any equivalent combination of experience and education which provides the applicant with the skills, knowledge and abilities required to perform the work, including the following:
  • Demonstrated knowledge and experience in transportation planning, implementation, and analysis.
  • Demonstrated project management experience managing intra- and inter-agency project teams, working independently, and managing numerous complex projects simultaneously.
  • Demonstrated leadership capabilities to initiate and manage new projects, concepts, and partnerships.
  • Ability to effectively conduct analysis and present findings to decision-makers.
  • Excellent writing skills showing ability to effectively develop options analysis and recommends; and translate and interpret quantitative and technical information to non-technical audiences.
  • Strong oral presentation skills, including a proven ability to create and give dynamic presentations through excellent verbal, written communication and presentation skills.
  • Experience working collaboratively and successfully with a diverse group of individuals from a variety of different positions and backgrounds, including various level of local governments and the public.
  • Excellent interpersonal and communication skills.
  • Understanding of governmental workings, political savvy.
  • Experience with MS Office (SharePoint, Outlook, Excel, Word, etc.).
Desired qualifications:
  • King County Metro experience, supporting ACCESS or other ADA accessible mobility programs.
  • Experience with contract/agreement development and negotiations.
  • Knowledge and experience with a wide range of alternative travel options and concepts for people with special transportation needs, including ADA/paratransit service, community-based shuttles/vans.
  • Demonstrated experience in negotiating agreements.
Licensing, Certification, and Other Requirements:
  • Valid Washington State Driver's License by date of hire.
  • Ability to drive in multiple locations around the region.
  • Ability to occasionally work on weekends and after-hours, as needed.

Work Schedule
The typical work week is 40 hours, Monday through Friday. This position is designated Exempt from the provisions of the Fair Labor Standards Act, and therefore are not eligible for overtime pay. Work outside normal business hours may be required occasionally.

Work Location
The primary location of the position is at the King Street Center offices, 201 S. Jackson St., Seattle, WA 98104.

Temporary Telecommuting Requirement
The work associated with this position will be performed through a combination of teleworking and working in the office. Employees in this classification will work in the office approximately 1-2 days per week in the future. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
