The Children, Youth and Young Adults Division (CYYAD) is one of five divisions in DCHS. CYYAD believes that King County should be a place where all young people have equitable opportunities to be happy, healthy, safe, and thriving members of their communities. The division operates several re-engagement, education, and employment programs for youth and young adults, and is home to Best Starts for Kids' Child Care, Sustain the Gain and Capacity Building investments, the Puget Sound Taxpayer Accountability Act's K-12, community, and post-secondary investments, and Restorative Community Pathways.

Best Starts for Kids (BSK) is King County's initiative to improve the health and well-being of residents by investing in promotion, prevention, and early intervention for children, youth, families, and communities. BSK investments are guided by the BSK Implementation Plan approved by the King County Council in November 2021 and includes the Positive Family Connections strategy.

CYYAD and the BSK Initiative are seeking candidates for Positive Family Connections Manager who will lead the BSK Positive Family Connections investment strategy. Positive Family Connections strengthen parent-to-parent engagement, kinship care relationships, intergenerational and cultural heritage bonds, restorative practices, personal development for young people and parents/caregivers, and the connections among these family members. The position works closely with the BSK Sustain the Gain (5-24) Policy and Program Manager who ensures alignment across all strategies for young people ages 5 to 24 years old.

WORK SCHEDULE/CONDITIONS: This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday, 8:00am - 5:00pm. This position is represented by PROTEC17.

MISSION CRITICAL POSITION STATUS: This position has been designated Non-Mission Critical. TELEWORKING REQUIREMENT: The w ork associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required , including the wearing of masks in some situations . Job Duties
  • Provide project management and leadership for the Positive Family Connections (PFC) strategy as outlined in the Best Starts for Kids implementation plan.
  • Develop the BSK Positive Family Connections strategy's annual work plan and ensure effective workflow across relevant County teams, and in close partnership with community-based organizations.
  • Manage BSK Positive Family Connections Requests for Proposals processes and manage subsequent contracting processes with selected community-based organizations, in partnership with relevant County team members.
  • Work closely with County PME team members and PFC community organizations to ensure that performance, measurement and evaluation plans amplify the stories of young people being served, reflect the values of their communities, and demonstrate accountability for use of public funds.
  • Ensure that monitoring and compliance review is realized successfully, and in ways that build and maintain strong relationships with community organizations.
  • Plan and convene meetings with community partners to generate learning and ideas that inform implementation of the BSK Positive Family Connections strategy over the life of the levy.
  • Ensure coordination of BSK Positive Family Connection Family Network.
  • Interact closely with relevant County staff members to support effective policy execution and communications on issues related to BSK, with an emphasis on family engagement.
  • Create opportunities for families to participate in planning and engagement activities for BSK, especially the positive family connection strategy implementation.
  • Actively participate in CYYAD team meetings and contribute to shared consciousness, systems analysis, and strategic alignment of programming across the division.
  • Create an environment that fosters open communication, teamwork, and a culture of learning and continuous improvement.
Experience, Qualifications, Knowledge, Skills
  • At least 6 years' experience in the family engagement field and demonstrated capacity for building strong relationships with family engagement focused organizations.
  • At least 5 years' experience managing contracts, monitoring performance, and working with a broad range of community-based organizations to adapt plans and deliverables based on progress and learning.
  • At least 5 years' experience working with community to build partnerships and gain understanding of unique community needs.
  • Demonstrated experience cultivating and managing partnerships with community organizations in ways that center equity, relationships, and effective communication.
  • Solid knowledge of equity and social justice principles and practices, and understanding of the effects of place, race, policy & systems-based inequities on marginalized communities and populations.
  • An ability to identify intersecting issues and opportunities for collaboration across County departments and with external partners.
  • Excellent oral and written communication skills, including presentation and facilitation.
  • Skilled in negotiation, problem solving, and conflict resolution.
  • The ability to handle multiple competing priorities and sensitive situations.
  • Ability to work with individuals from diverse backgrounds and build consensus among a group of individuals with varying opinions.
