The King County Integrated Care Network (KCICN) Administrator is responsible for the strategic vision and operational execution of the ICN’s traditional managed care functions under both the Integrated Managed Care (IMC) and the BH-Administrative Services Only (BH-ASO) contracts within the Behavioral Health and Recovery Division (BHRD). 

 

The KCICN Administrator provides strategic direction and oversees execution of traditional managed care operations including, but not limited to the following functional areas: oversight of encounter collection, validation, and submission to administrative entities; provider payments and reconciliation; provider relations, training, capacity building and network management; eligibility and membership; identifying and clarifying business rules and technical specifications to support system configuration and IT, and data collection, and reporting to administrative and regulatory agencies.

WORK SCHEDULE: This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible. Typical hours are Monday - Friday 8am-5pm.

 

TEMPORARY TELECOMMUTING REQUIREMENT

The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. It is possible that the work will be primarily performed remotely on an ongoing basis after July 5, 2021.  

 

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

Job Duties

  • Provide strategic direction and oversee execution of BHRD traditional managed care operations functional areas.
  • Engage and collaborate with internal and external partners, and provide strategic leadership in the development, implementation, monitoring, and communication of BHRD managed care programs, policies and systems to achieve optimal operational efficiencies and meet contractual and regulatory requirements internally within BHRD and across the network of contracted Medicaid and non-Medicaid providers.
  • Direct KCICN policy and procedure development, implementation and monitoring in coordination with BHRD Quality section, including coordinating policy development through inter-jurisdictional review processes.  
  • Oversee, supervise, and support BHRD KCICN operational staff and the network of contracted behavioral health providers in achieving clinical outcomes under contracts with the Washington State Health Care Authority (HCA) and contracted Managed Care Organizations (MCOs).
  • Lead the development of strategies to improve operational efficiency and/or performance, including oversee the development of operational plans which identify future operational resource requirements to ensure performance targets are met.
  • Provide strategic guidance and ensure the execution and implementation of standardized, scalable and sustainable processes that meet requirements for BH-ASO and IMC services under contracts with HCA and MCOs, respectively.
  • Provide strategic vision for the development and implementation of integration pilots, and coordinate and collaborate with external partners and stakeholders, including MCOs, to achieve identified outcomes.
  • Monitor the achievement of contracted MCO goals pertaining to clinical performance and value-based purchasing.
  • Collaborate with key internal stakeholders, such as leaders from finance, network, clinical quality, and IT to ensure seamless interoperability between departments and functions. 
  • Collaborate with key external stakeholders, including managed care plans, behavioral health providers, State regulatory agencies and IT vendors.
  • Collaborate and provide strategic guidance for the BHRD Performance, Measurement, and Evaluation team members and other Division staff as needed to detect and describe system-wide trends pertaining to quality. 
  • Lead innovations in data collection, analysis and reporting to drive performance improvement.
  • Serves on KCICN Governance Committees as appointed.
  • Serves on BHRD Executive Leadership Team, Management Team, Plan Management Group and other BHRD committees as appointed.
  • Perform other related duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • Graduate and/or bachelor’s degree with coursework in social or health care services and at least 10 years of professional experience in public sector behavioral health, primary care health services, electronic health record sector, or within a health insurance plan; or an equivalent combination of experience, education and/or training that provides the knowledge, skills and abilities to perform the work.
  • Strong ability to synthesize and analyze complex data, including large data sets, and conduct program evaluation.
  • Experience working as a director or manager of operational functions in the health or behavioral health sector including at an insurance, health system or electronic health record organization.
  • Experience working with healthcare or social service systems at the national, local, regional, or state levels, including but not limited to systems that serve low-income & vulnerable clients.
  • Knowledge of and experience with federal, state, and regional rules, regulations, and contract requirements pertaining to behavioral health managed care (e.g., CFR, RCW, WAC).
  • Knowledge of and experience with Medicaid managed care organizations in Washington State. 
  • Experience driving improvement of managed care functions within a healthcare or behavioral health organization.
  • Knowledge of and experience with substance use disorder and mental health services in King County and/or Washington State, or equivalent experience in another state.
  • Experience facilitating/leading large workgroups/committees with stakeholders and key partners.
  • Proven ability to work effectively with individuals who may have markedly different perspectives.
  • Strong written and verbal communication skills.
  • Ability to manage multiple tasks simultaneously.
  • Excellent interpersonal skills.
  • Strong knowledge of Office 365, e-mail, OneNote, Microsoft teams and Excel.  
  • Valid Washington State Driver's License, or the ability to travel throughout the county in a timely manner.
PREFERRED QUALIFICATIONS
  • Graduate degree with coursework in social or health care administration or an equivalent combination of experience and education.
