General Statement of Duties

Public Works is hiring a Climate Policy Analyst. The Climate Policy Analyst will perform a variety of analytical and administrative duties supporting the implementation of the Climate Recovery Ordinance (CRO) and the Community Climate Action Plan 2.0 (CAP2.0). The Climate Policy Analyst’s work will include incorporating all three pieces of the Triple Bottom Line (TBL) Framework into the City’s climate work, with a strong emphasis on equity and inclusion of marginalized communities.
 
Duties may include developing communications materials, supporting the Sustainability Commission, managing implementation of the CAP2.0, developing and managing community engagement projects, implementing policy and strategies to increase equity and access for marginalized communities, and completing a variety of complex duties to support and track progress of implementation of the CAP2.0 and the CRO. Depending on the qualifications, knowledge, skills, and ability may be filled at either the Management Analyst 1 or Management Analyst 2 level.

Salary Range: 
MA 1 -$29.62 - $38.29/hourly; $61,609.60 - $79,543.20/annually
MA 2 -$32.55 - $42.12/hourly; $67,704.00 - $87,609.60/annually

Examples of Duties Performed - Duties may include but are not limited to the following

CAP 2.0 Implementation / Community Engagement:

  • Manages and coordinates elements of the CRO and CAP2.0 implementation.
  • Manages the development and implementation of community engagement activities for the    CRO and CAP 2.0.
  • Manages program communications with a broad array of stakeholders including elected officials, organizations, and community members. Components may include newsletters, website development, social media, blogs, and other items.
  • Supports partnerships and works with multiple parts of our community, including marginalized communities, business and service sectors. Engages stakeholders in CAP 2.0  implementation.
  • Responds to requests for information from the public.
 
Sustainability Program Analysis & Support:
  • Supports the Sustainability Commission. Tasks include working with Commission leadership to develop agendas, coordinating meetings, and other administrative duties. 
  • Researches, analyzes and reports on best practices related to sustainability, equity and  climate action planning to a variety of technical and nontechnical audiences.
  • Models commitment to core organizational values including equity and human rights; sustainability and the TBL Framework; and collaboration with neighborhood and community organizations.
  • Prepares and administers budget for projects; prepares cost estimates for budget   recommendations; monitors and controls expenditures.
  • Prepares bid specifications for services; negotiates contracts with vendors; recommends  bid awards. Oversees the work of outside consultants.
  • Prepares grant applications; ensures compliance with grant reporting requirements; may serve as liaison with granting agency.
  • Serves as a division or department liaison to other departments, outside agencies, committees, commissions and the public. May serve on or provide professional staff support to a variety of City committees and task teams.
  • May hire, plan, organize, direct, and evaluate the performance of subordinate staff; establishes performance requirements and personal development plans, monitors performance, and provides evaluative feedback. Evaluates proposed changes in policies and procedures; coordinates the implementation of new policies and programs in the division, department, or city-wide.
  • Performs related duties as assigned.

Management Analyst 1:
Experience
Some recent professional related experience, or one year related responsible paraprofessional experience.

Training
Equivalent to a Bachelor’s degree from an accredited college or university in the assigned program area.
 
Management Analyst 2:
Experience
Two years of professional experience in program administration, preferably in the public sector. Some supervisory experience preferred.

Training
Equivalent to a Bachelor’s degree from an accredited college or university in the assigned program area.

The Ideal Candidate will possess the following knowledge and abilities:
Knowledge of:
Latest trends and research in the sustainability field including greenhouse gas mitigation, climate action planning, sustainability and equity.

Program and project management practices. Budget preparation and administration practices.

Best practices in communications with members of marginalized communities using culturally appropriate tools and strategies.

Marginalized communities include but are not limited to communities of color, low-income communities, people experiencing disabilities, and the elderly.

Research and data analysis methods, techniques, and procedures.

Principles of supervision, training and performance evaluation or professional program leadership.
 
Ability to:
Communicate clearly and concisely to both technical and nontechnical audiences, both orally and in writing. Comprehensive understanding of grammar, spelling, and punctuation.

Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.

Incorporate the perspectives and consider the impacts of a project on multiple communities including communities of color, low-income communities, and other marginalized communities.

Build relationships with and engagement opportunities for marginalized communities to advance our commitment to equity. This includes but is not limited to communities of color, low-income communities, people experiencing disabilities, and the elderly.

Establish and maintain cooperative working relationships with those contacted in the course of work.

Perform a variety of complex program, analytical and administrative duties with minimal supervision.

Learn the operation, policy, and procedures of the department. Analyze, interpret, and report research findings.

What You Can Expect from Our Application Process:

Salary and Benefits
The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience. Periodic advancement through the salary range is dependent upon merit.
