Position Description

The City of Seattle is seeking candidates for two Senior Project Managers with the Project Delivery Division in Seattle Information Technology (Seattle IT).

Job Responsibilities

In this role you will use your leadership skills to manage critical, highly complex, cross functional, medium to large-scale projects. You will oversee technology implementations of software or IT infrastructure projects. Assigned projects range in duration from under 12 months to multi-year efforts. The City of Seattle currently has various projects that can be at any stage in the project management lifecycle (PMLC) from Concept to Execution.  In this role you will be accountable for all aspects of projects through the full project lifecycle, including system stabilization and project closeout.

 Here’s more of what you’ll be doing:
 
Project Initiation and Planning
 

  • Develop and manage detailed project work plans including well-defined work breakdown structure, activities and tasks and dependencies.
  • Develop and manage resource-loaded project schedules; develop and maintain resource management plans.
  • Develop and manage budget forecasts and spending plans. 
  • Develop project charters and project management plans. 
  • Develop risk and issue management plans. 
  • Develop project change management plans.
  • Develop change and communication management plans. 
  • Coordinate necessary internal reviews (e.g., security, solution architecture design, privacy and data management, racial equity).  
Project Execution, Monitoring, and Control 
 
  • Supervise execution of all project activities including monitoring and controlling overall plan and deliverables. 
  • Apply project management skills including direction, monitoring, and general oversight for project teams, solution and implementation vendors, consultants, and staff.
  • Identify project risks and maintain risk register with clear and manageable risk mitigation strategies with contingencies. 
  • Track, monitor, and report schedule performance against key milestones and deliverables .
  • Track and monitor actual expenses and report budget performance according to financial reporting standards. 
  • Track, monitor, and report on progress toward planned outcomes. 
  • Provide regular project status reporting including status of scope, schedule, cost, quality, risks, issues, technical and business readiness, and acceptance.
  • Schedule, prepare, and conduct steering committee meetings and all other key stakeholder meetings,
  • Follow citywide capital information technology portfolio (CITP) processes, standards, and stage gate reviews throughout the lifecycle of the project.
  • Ensure business analysis activities demonstrate that requirements are developed, maintained, and traced.
  • Define and document processes required for deployments including changes to operational business processes and operational support plans.
 
Project Closeout
 
  • Deliver full scope of projects on time and within budget.
  • Conduct project closeout activities including lessons learned, requirement/scope validations, schedule and budget performance, the handover to operations and maintenance (O&M), and closeout of all contracts and financial reporting.
 
Thought Leadership
 
  • Support the exchange of project management best practices and lessons learned.
  • Promote peer networking across the Project Delivery division. 
  • Share thought leadership to contribute to the increasing project management maturity of the division.

Qualifications

NOTE:  Equivalent combinations of education/experience/training will be considered for the required qualifications except where specifically noted.
 
Required Qualifications

  • Minimum of five years of experience managing projects with increasing responsibility, size, and complexity as reflected in the size of project, cost of the project, size of project team, depth and breadth of project manager role and responsibility, span of project impact (i.e., enterprise-wide, multi-departmental, or having a major market or external impact). 
  • Experience managing project budgets over $1M (including labor costs). 
  • Excellent written and oral communications skills and the ability to communicate effectively with technical teams, executives, business teams, and external agencies. 
  • Demonstrated ability to influence stakeholders and drive decisions to closure; adept at moving executive and senior management to action. 
  • Strong analytical and critical thinking skills. 
  • Experience employing organizational change management practices within technology implementation projects.
  • Familiarity with both Agile and Waterfall methodologies.
  • Process oriented with strong attention to detail. 
  • Proficiency using Microsoft Project, Visio, SharePoint, and Office products. 
  • Ability to quickly adapt to changes in technology tools used for daily productivity. 
  • Demonstrated success working in a matrixed reporting structure. 
  • Demonstrated experience in fostering an environment of equity, inclusion, and diversity.
Desired Qualifications
  • BA or advanced degree relevant to Management Information Systems, Systems Development, Project Management, or equivalent alternative.
  • Project Management Professional (PMP) certification or Masters’ degree with Project Management specialization.
  • Experience working with or for local government. 
  • Knowledge of city capital and operational budgeting processes. 
  • Experience writing request for proposals (RFP) and working with third party vendors in the acquisition or development of solutions.
  • Experience with procurement, contracting, negotiating vendor statements of work, and managing vendor teams.  
  • Ability to build trust, establish credibility, and garner respect quickly with all levels of the organization.
  • Ability to lead by influence and achieve results leveraging resources that are outside of the direct reporting structure.
  • Demonstrated success working with virtual teams.
Special Conditions
  • Ability to work non-business hours.
  • Occasional travel to offsite facilities and remote locations may be necessary.
