The Office of Equity and Community Partnerships in the Director’s Office of Public Health-Seattle & King County (PHSKC) is seeking a Place-Based Strategy Program Manager who will bring their lived experiences as well as their technical expertise to manage a program that centers community priorities for health and wellness to help end the spread of COVID-19. In line with PHSKC’s Principles for Equitable Vaccine Delivery, the COVID-19 Vaccine Place-Based Strategy Program launched in August 2021 to address race and place-based inequities in vaccination.


Public Health – Seattle & King County has declared that racism is a public health crisis, and this position is focused on anti-racism and is in alignment with King County’s Equity and Social Justice Strategic Plan. The Place-Based Strategy Program (PBS) works closely with communities experiencing health inequities, distrust due to racism, and barriers to vaccination and optimal health. This position will provide day-to-day management of all aspects of the program, including staffing, budgeting, project management support to the team including supervision, and strategy development and implementation.  

The Place-Based Strategy Program Manager will lead a talented team of staff responsible for activities in focused communities throughout King County. Quantitative and qualitative data guide the process of identifying communities that may need deeper engagement and have lower rates of COVID-19 vaccinations/boosters or have higher rates of COVID-19 infection. The position works with teams from other programs and divisions of PHSKC including those focused on equity, community partnerships, vaccination and others.

This is a term-limited temporary (TLT) position currently funded through December 31, 2022. The position will be a member of the Office of Equity and Community Partnerships and will report to the Director of the Office.

Job Duties

  • Lead overall programmatic strategy and sets expectations for overall program goals. Strategically guide staff in their roles and responsibilities in community-centered work and with tailored approaches that have as their primary focus COVID-19 vaccinations and closing gaps in inequities. 
  • Provide project management support to a talented team of staff and supervisors. 
  • Prepare reports, report-outs and presentations for various departmental purposes
  • Coordinate with other sections of the department and community partners on vaccine strategies.  
  • Oversee hiring and retention of program staff and addresses challenges affecting staff. The position develops job descriptions, assists with recruitment, convenes interview panels, and on-boards program staff. 
  • Foster a positive and racially just workplace culture to support staff. The positions addresses conflicts as opportunities for collaboration with demonstrated facilitation, negotiation, and consensus-building skills.
  • Design and monitor program-specific funding for community organizations.

Experience, Qualifications, Knowledge, Skills

  • Experience and proven success implementing community-facing public health programs.
  • Knowledge and experience supervising racially diverse staff and teams.
  • Experience implementing COVID-19, health equity, and/or social determinants of health focused policies, programs, or initiatives; working in community organizations or public health programs.
  • A well-developed understanding of anti-racism/equity and social justice principles and experience leading teams and/or implementing programs that integrate equity and social justice as well as community-centered approaches into program design and policy change. 
  • Experience with contracting, procurement, request for proposal, developing performance-based contracting, outcomes and measures including use of an equity lens for analysis in decision-making.
  • Demonstrated skills in staffing, hiring, retention, budgeting, planning, supervision, project management, and quality improvement principles and techniques.   
  • Strong presentation skills.
  • Strong verbal and written communication skills.
  • Demonstrated ability use Microsoft Office applications, in particular Teams, Word and Excel.   
Desired Qualifications 
  • Demonstrated knowledge of and expertise in principles and processes of public health, health equity and social determinants of health related to identified population needs.
  • Experience working in projects with federal and state funding and restrictions.
  • Demonstrated knowledge of population health issues, including COVID-19 response and recovery, affecting King County.

COVID-19 Vaccination Requirement
