General Statement of Duties

The Public Works Administration Division is looking to hire a Financial Analyst to join their Finance Team.

In this role you will collaborate with our Public Works Finance Team to provide sound financial analysis and recommendations to Public Works management staff and special project teams.   You will have an opportunity to learn a wide range of public infrastructure programs as you research operating and capital financial issues.  A typical day could look like:
 
  • Providing professional consulting support on developing, implementing and monitoring PW’s capital and operating budgets.
  • Research and reconcile grant and capital projects for program managers. 
  • Work with program managers to develop and prepare financial and project management reports.
  • Attend team meetings, work independently on projects and 1:1 development time to grow your career with the City of Eugene.

Depending on the qualifications, knowledge, skills, and ability may be filled at either the Management Analyst 1 or Management Analyst 2 level.

Salary Range: 
MA 1 -$29.62 - $38.29 / hourly; $61,609.60 - $79,643.20 / annually
MA 2 -$32.55 - $46.34 / hourly; $67,704.00 - $87,609.60 / annually

Examples of Duties Performed - Duties may include but are not limited to the following

Capital and Operating Budgets: 
You will be an integral part of the finance team in developing, implementing and monitoring Public Works’ operating and capital budgets. This will include becoming efficient in financial, grant and project accounting systems, analyzing and recording financial transactions, analyzing cost and revenue trends and projections, and preparing a variety of financial management reports tailored to different audiences. Additionally, you will be responsible for completing the annual revenue projections and fund balancing tasks for many of our management funds. 
 
You will lead program managers through the full cycle of budgeting for the Public Works Administration division and provide financial analysis and recommendations to the division’s management team.
 
Project Management: 
Public Works has numerous capital projects and grants that you will become familiar with and will assist project managers with financial tracking and reporting. This includes becoming experienced with posting, balancing and reconciling financial transactions, overseeing contract payments and billings, and recording budgeting and actuals journals. You will get to work with intergovernmental partners, grantor agencies, and the City’s independent auditors to develop financial analyses and reports to meet their various requirements. Additionally, you will monitor the development and financial execution of construction and other department contracts for financial compliance with the City’s policy, legal and contractual requirements. 
 
This set of tasks requires an acute attention to detail and the ability to stay focused on a project/grant until it is balanced.

Financial and Policy Analysis: 
There are a wide range of program managers that will you have an opportunity to work with in providing professional financial analysis, project management and forecasting. Some analyses will become part of your annual workplan, and others will arise from emerging Public Works issues. In addition, policy analysis may also be needed. This will require extensive research to identify impacts, potential solutions and provide recommendations.

Even the best financial analysis can be under-utilized if it’s not communicated in the right form for the audience. An important part of your work will include preparing financial reports that highlight your main recommendations clearly and succinctly for different audiences (and being ready to also explain the details as needed).
 
Project Costing & Enterprise System Technical Assistance
As with any enterprise system, the financial system interacts with the human resource system. An important part of providing exceptional customer service to PW project managers is assisting and training your customers on both the financial and human resource systems, how they interact, and how to appropriately record time and costs. This type of technical assistance requires the ability to understand systems details and communicate this information to a variety of managers.
 
Additionally, you will serve as part of the division financial team on financial management system changes, including project costing systems. This will include analysis of business requirements and provide options for meeting those requirements.

Other Important Duties:
Everyone needs a team, and as part of Public Works Administration, you will be a part of developing and implementing goals and objectives for the division.
 
You may supervise paraprofessional finance support staff; which includes the full range of supervisory duties, such as hiring, coaching, terminating, planning, prioritizing, coordinating, supervising, and reviewing the work of other employees.

 A typical way to obtain the knowledge and abilities would be:

Management Analyst 1:
Experience 
Some recent professional related experience, or one year related responsible paraprofessional experience.
Education 
Equivalent to a bachelor’s degree from an accredited college or University in Accounting, Business Administration, Economics, Public Administration or related field.
 
Management Analyst 2: 
Experience 
Two years of professional experience in accounting and budget administration, preferably in the public sector. Some supervisory experience preferred.
Education 
Equivalent to a bachelor’s degree from an accredited college or University in Accounting, Business Administration, Economics, Public Administration or related field.

Other combinations of experience and education that meet the minimum requirements may be substituted. Relevant high-level or complex administrative support and/or paraprofessional experience may be substituted for the required years of educational training on a two-for-one year basis.

The Ideal Candidate will possess the following knowledge and abilities:

Knowledge of:

Federal, State, and local laws and regulations related to the financial management of City government and public works services, knowledge of Oregon's legislative process, familiarity with State Local Budget Law, familiarity with Generally Accepted Accounting Principles.  


Current social, political, economic trends affecting local government.
 

Principles and practices of budget preparation and administration.
 
General principles, methods, and procedures of job costing systems.
   
Statistical, forecasting, and other quantitative methods, research methods, economic principles and financial and operational analysis techniques.
 

Principles of data base management.

 

Principles, methods, and procedures for managing contracts.
 
Principles of supervision, training, and performance evaluation or professional program/ project leadership.


Ability to: 
Prepare comprehensive reports and present complex financial and statistical information in a clear and succinct fashion. 


Review and verify financial and grant reports prepared by others. 

 

Learn Federal, State, and local codes and regulations related to the financial management of city government and public works services, including aspects relating to capital projects, grants and endowments. 

 

Learn specific grantor agency requirements. 

 

Provide project leadership, coordinate staff assignments, evaluate the progress and work products of other project team members, and generally ensure the successful and timely completion of projects. 

 

Develop new and/or review existing department business operations, policies and procedures; make appropriate recommendations for improvements or innovations and implement approved recommendations. 

 

Establish and maintain cooperative working relationships with outside agency staff, members of the general public, elected officials, and other city employees. 

 

Communicate well: orally and in writing and make effective presentations.
   
Skilled in: 
Facilitation, negotiation, and meeting skills.

 

Intermediate to advanced level Excel and database management skills.
   
Strong verbal and writing skills, particularly in relaying technical and financial information to non-technical and non-financial personnel.

The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience. Periodic advancement through the salary range is dependent upon merit.
