Summary

King County's Office of Emergency Management is looking for a Business and Finance Officer III. This 2-year position will provide technical and analytical expertise to administer state and federal public assistance and infrastructure grants for Presidential Declared Disasters.  Successful implementation of these grants through specialized financial and business analysis enables the County to recover from the immediate and long-term impacts of disasters.  The program provides state and federal funds to the County for the repair and restoration of damaged public facilities, as well as to reimburse costs associated with emergency work.
 
SCOPE OF JOB DUTIES - The successful candidates for this position, at a minimum, will demonstrate skill and ability to:

  • Perform expert analysis and translate grant guidance on FEMA Public Assistance policies. Implement procedures and strategies for regulatory compliance.
  • Communicate grant policy and technical information to varied stakeholders in both executive and technical positions.
  • Facilitate and advise internal and external stakeholder groups on grant policies.
  • Review documentation for eligibility and completeness, including skill in independently researching, gathering, analyzing, and synthesizing data.
  • Use technology to access and review data, develop complex reports, and including administer SharePoint site.
  • Serve as lead regarding FEMA Public Assistance policies and provide guidance, training and monitoring of grant work as needed.
WE ARE LOOKING FOR CANDIDATES WHO:
  • Have advanced knowledge of grant management practices.
  • Highly proficient in analytical and management systems.
  • Have timely and effective communication skills and comfort communicating with executives and employees at all levels, including formal presentations.
  • Ability to analyze guidelines, understand potential impacts to King County programs/agencies, and clearly communicate information relevant to stakeholder groups.
  • Customize communications to stakeholder needs (both technical and non-technical)
  • Are detail oriented. 
  • Ability to add structure to chaos. 
  • Demonstrate skill in facilitation, negotiating, problem-solving, and decision making.
  • Are proficient in using office productivity software including word processing, spreadsheet, and email software programs. The County uses the Microsoft Word, Excel, and Outlook.
  • Manage multiple competing priorities and deadlines. 
  • Skill in researching, gathering, and analyzing, data.
  • Develop and maintain relationships with a variety of constituents and co-workers from diverse backgrounds.

  • Knowledge of King County grant management practices
  • Knowledge of King County’s financial information systems
  • Knowledge of King County budgeting, finance, managerial and financial accounting practices
  • Skill and comfort using SharePoint and Oracle

Temporary Telecommuting Requirement
  The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. It is possible that the work will be primarily performed remotely on an ongoing basis after July 5, 2021. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.
