Summary

This recruitment is to fill a Term-Limited Temporary position that is anticipated to end December 2022.  If filled by a King County employee who has passed their initial probation, it will be as a Special Duty Assignment. Our current opportunity is for an IT Contract Specialist level 1 or 2 (depending upon experience).

PROCURE EVERYTHING IT:  Software, hardware, software as a service (SaaS), IT Consulting and Managed Services across the entire County are some of things you will be responsible for, as well as providing expertise and insight into the technology marketplace. Lead the development of all Request for Proposals (RFP), Request for Qualifications (RFQ), and Invitation to Bid (ITB).

Scope of Job Duties: To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill and ability to:
  

  • Facilitate and manage multi-step procurement processes that include: 
    • Determine bidding requirements, selection criteria and general terms and conditions;
    • Develop scope of work and technical specifications with clients
    • Prepare contract terms and conditions for execution Ensure compliance with applicable policies and procedures
    • Hold evaluation meetings, interviews, proprietary meetings, and debriefs with consultants and County staff
    • Facilitate contract negotiations between County agencies & suppliers 
    • Resolve disputes working with Prosecuting Attorney’s Office and Risk Management
    • Ensure compliance with applicable laws, regulations and contract terms and conditions; assist clients with post-award documentation.
    • Update and manage standard documents used in the procurement process.
  • Support strategic initiatives with Strategic Sourcing, Relationship Management, and Supplier Performance Management
  • Perform other related duties as needed.
   Minimum Qualifications:
  •  Experienced in:
    • Procuring AND negotiating IT products and services through an advertised bidding process 
    • Administering and managing IT contracts and projects
    • Facilitating discussions, resolving conflicts, and finding resolutions
  • Understands:
    • Technology, IT purchasing and bidding practices
    • Contracting laws, regulations, procurement methods, industry principles, and  best practices
  • Able to:
    • Effectively communicate, facilitate meetings, work independently, and collaboratively as a team member 
    • Think differently, are eager to try new things and challenge yourself to improve processes 
    • Manage your time and adapt to changing priorities, manage multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products
    • Uphold our Division’s values 
    •  Proficiency use current MS Office Productivity tools in your daily work

Other Position Information:
This position is exempt from the provisions of the Fair Labor Standards Act and is therefore not overtime-eligible.  Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m., Monday through Friday.  This position is not represented by a union.
  
Teleworking Requirement
The work associated with this position will be performed predominately by teleworking complemented with onsite work and meetings as needed. Employees will have access to shared work spaces at various King County facilities.
 
Employees must reside in Washington state and within a reasonable distance to their King County work site to respond to workplace reporting requirements.
 
Employees will be provided with a County issued laptop and must maintain a work space with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
