Summary

King County's WaterWorks Grant Program provides funding for community-driven projects that help protect water quality, control pollution, and build healthy communities in King County. Project types can include installing raingardens or other Green Stormwater Infrastructure, restoration, community engagement and education, water quality monitoring, research, and pollution prevention. Funding is given to non-profits, tribes, cities, schools, and special purpose districts. The WaterWorks Program Coordinator supports these efforts and allows for successful community-driven projects that help our communities and environment.

The Environmental and Community Services Section of WTD strives to engage communities and address the needs of priority communities that they identify for themselves in support of the Division's mission to protect public health and water quality. Our group focuses on Equity and Social Justice and makes this a priority in all our work.

The WaterWorks Program Coordinator (Water Quality Planner/Program Manager II) works alongside the WaterWorks Program Manager and supports the Waterworks Grants Program. The Program Coordinator provides grant administration services, including coordination of systems and procedures for the management and disbursement of grants to eligible entities.

The Waterworks Grant Program manages over 100 grants, which requires excellent organization skills and management of details to be successful with such a large volume of grants to manage. This position must also manage the many ongoing questions and concerns of grant applicants and grantees with positive customer service.

King County WTD provides ongoing career development trainings as well as funding for outside professional development courses and/or conferences. In addition to training, this position works within a Section that has diverse program work and opportunities for staff to grow and learn.

Job Duties
  • Organize grant applications for internal and external review and track grant review documents and completion. Review grant proposals for completeness and consistency with criteria. Utilize grant management database to organize grant applications, track and process reports and conduct analysis.
  • Assist with grant reimbursement request processing, review, and tracking. Develop grant program documentation, including reports and briefing documents.
  • Coordinate logistics for grant workshops to share information and answer questions about the WaterWorks Grant Program with applicants. Conduct outreach for workshops, organize materials and present information in coordination with Grant Manager. Assist with logistics and production of materials for Grant Ranking Committee meetings; assist with planning, facilitating, and documenting committee processes to review, rank and recommend projects.
  • Assist with ongoing analysis of grant program operations, outputs, and outcomes. Develop and administer surveys and feedback mechanisms to get input and evaluation from various stakeholders. Identify needs for additional policies and guidelines and assist in developing. Develop recommendations for continuous improvement of grant program.
  • Communicate with and resolve issues from applicants, grantees, and reviewers. Coordinate with the Grant Manager for external outreach; create, edit, and assist with content for promoting the grant program on social media and through communication networks. Update and maintain website.
Working Conditions
  • Work Location: Primarily telecommuting with some in-person meetings and engagement in communities
  • Work Schedule: This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible. This full-time position works a Monday-Friday, 40-hour work week.
  • Union Representation: This position is represented by Technical Employees Association (TEA).
Experience, Qualifications, Knowledge, Skills
  • Bachelor's degree in a related field; OR an equivalent combination of education and experience which provide the necessary knowledge, skills, and abilities to perform all the duties described in this job announcement.
  • Experience in coordinating community program work with diverse communities.
  • Strong program administrative skills.
  • Demonstrated skill in contract and/or grant administration.
  • Experience with and knowledge of accountability tracking for both outputs and outcomes.
  • Strong writing skills and communication skills.
  • Demonstrated ability to work collaboratively in a team oriented, diverse environment with various levels of staff and leadership.
  • Experience with financial and project accounting.
  • Basic skills in Microsoft Office Word and Excel.
