OVERVIEW

To plan, direct, coordinate, evaluate, and monitor the functions of the Fredericksburg Procurement & Facilities Management department, to provide procurement services for construction and operational functions, to develop and maintain effective relationships with materials suppliers, other cooperatives, and electric utilities to ensure the ready supply of materials to meet the construction and operational needs of the Cooperative. To plan, direct, coordinate and monitor the activities required for the ongoing maintenance and upkeep of the Cooperative’s facilities, and the mailing and courier functions operating from the Fredericksburg office.

ROLE AND RESPONSIBILITIES

  1. Direct the overall function of the Procurement & Facilities Management department.
  2. Provide guidance to the several regional warehouses regarding inventory management and control.
  3. Work with employees on developmental needs and plans.
  4. Monitor and evaluate the departmental budget.
  5. Negotiate, administrate, and monitor the procurement of materials inventory for construction and operational purposes.
  6. Manage and oversee the maintenance and upkeep of the Cooperative facilities.
  7. Other duties as assigned.

QUALIFICATIONS AND EDUCATION REQUIREMENTS

Four-year technical, business or electrical degree required. NRECA courses in supply chain management or equivalent may be considered. CPSM certification from The Institute of Supply Management preferred. Must complete at least one (1) professional development activity annually.

Ten (10) years of progressively responsible utility procurement, facilities management, construction and operation experience, including supervisory responsibility or equivalent. Experience should include knowledge of RUS bulletins and requirements that relate to all areas of procurement, acilities,budgeting, utility plant, construction and operations management. This should include transmission, substation, and distribution line construction specifications, National Electrical Safety Code, record keeping, investment recovery requirement and the use of RUS approved materials.

Must have thorough knowledge of electric operations, construction, procurement and facilities management of a rural electric distribution cooperative. Thorough knowledge of budgeting, bidding, permitting, environmental requirements, and project management as related to facilities preferred. Must possess advanced computer skills, to include a working knowledge of procurement software.

Must be able to direct department staff in carrying out the responsibilities of the Procurement and Facilities Department. Must possess the ability to negotiate and execute contracts pertaining to materials, facilities, and manage projects. Must be able to manage relationships with suppliers while avoiding any conflict of interest. Must be able to manage relationships with other REC departments to deliver materials and services while maintaining appropriate internal control. Must have considerable skill in effectively dealing with a variety of people under difficult circumstances. Must have good communication skills, both orally and in writing, and project a good image. Must use sound judgment and objective attitude in dealing with others. Perform other duties as assigned.

Most of the work is performed in the Headquarters office. Frequent trips for inspection of facilities, meeting with employees, customers, utilities, warehouses, distributors, manufacturers or power suppliers. Attendance of seminars and conferences several times a year will be required. Subject to twenty-four hour a day call pertaining to outages and major storms.
